Guided by this theory of nuclear fetishism and nuclearblackmail, the leaders of the CPSU maintain that the wayto defend world peace is not for all existing peace forces tounite and form the broadest united front against U.S. imperialismand its lackeys but for the two nuclear powers, theUnited States and the Soviet Union, to co-operate in settlingthe world’s problems.Khrushchov has said:We [the Soviet Union and the United States] are thestrongest countries in the world and if we unite for peacethere can be no war. Then if any madman wanted war,we would but have to shake our fingers to warn him off. 1It is thus apparent to everybody how far the leaders of theCPSU have gone in regarding the enemy as their friend.In order to cover up their error, the leaders of the CPSUhave not hesitated to attack the correct line of the CPC bylies and slanders. They assert that by advocating support forthe peoples’ wars of national liberation and revolutionary civilwars the Communist Party of China wants to provoke a nuclearworld war.This is a curious lie.The Communist Party of China has always held that thesocialist countries should actively support the peoples’ revolutionarystruggles, including wars of national liberation andrevolutionary civil wars. To fail to do so would be to renouncetheir proletarian internationalist duty. At the same time, wehold that the oppressed peoples and nations can achieve liberationonly by their own resolute revolutionary struggle and thatno one else can do it for them.We have always maintained that socialist countries mustnot use nuclear weapons to support the peoples’ wars of nationalliberation and revolutionary civil wars and have noneed to do so.1N.
