We made the positive proposal thatthere should be a meeting of representatives of all the Communistand Workers’ Parties of the world and maintained thatadequate preparations were necessary to make that meetinga success. Our proposal was agreed to by the CPSU. The twoParties thereupon agreed that, in preparation for the internationalmeeting, the representatives of the fraternal Partiesattending the Third Congress of the Rumanian Workers’ Partycould provisionally exchange views on the date and place forthe meeting, but not take any decision.At Bucharest, to our amazement, the leaders of the CPSUwent back on their word and unleashed a surprise assault onthe Chinese Communist Party, turning the spearhead of struggleagainst us and not against U.S. imperialism.The Bucharest meeting of representatives of fraternal Partiestook place from June 24 to June 26. It is a plain lie forthe Open Letter of the Central Committee of the CPSU to describethat meeting as “comradely assistance” to the ChineseCommunist Party.Indeed, on the eve of the meeting, the delegation of theCPSU headed by Khrushchov distributed among the representativesof some fraternal Parties, and read out to those ofothers, a Letter of Information dated June 21 from the CentralCommittee of the CPSU to the Central Committee of theCPC. This Letter of Information groundlessly slandered andattacked the CPC all along the line; it constituted a programmefor the anti-China campaign which was launched bythe leadership of the CPSU.In the meeting, Khrushchov took the lead in organizing agreat converging onslaught on the Chinese Communist Party.In his speech, he wantonly vilified the Chinese CommunistParty as “madmen”, “wanting to unleash war”, “picking upthe banner of the imperialist monopoly capitalists”, being“pure nationalist” on the Sino-Indian boundary question andemploying “Trotskyite ways” against the CPSU. Some of thefraternal Party representatives who obeyed Khrushchov and80
