(b)The safeguard measures referred to in this Article shall be applied for a period notexceeding two years. Where the circumstances warranting the imposition of safeguardmeasures continue to exist, such measures may be ext<strong>en</strong>ded for a further period of nomore than two years. Where the signatory C<strong>en</strong>tral African States or a signatory C<strong>en</strong>tralAfrican State applies a safeguard measure, or where the EC Party takes safeguardmeasures limited to the territory of one or more of its outermost regions, such measuresmay nevertheless be applied for a period not exceeding four years and, where thecircumstances warranting the imposition of safeguard measures continue to exist, beext<strong>en</strong>ded for a further maximum period of four years.(c)The safeguard measures referred to in this Article which exceed one year shall have aclear timetable for being phased out by the <strong>en</strong>d of the set period, at the latest.(d)No safeguard measure referred to in this Article shall be applied to a product that haspreviously be<strong>en</strong> subject to such a measure for a period of at least one year since theexpiry of the measure.7. For the implem<strong>en</strong>tation of paragraph 1 to 6, the following provisions shall apply:(a) Where a Party is of the opinion that one of the circumstances referred to in paragraphs 2, 4and/or 5 exists, it shall immediately refer the matter to the EPA Committee.(b)The EPA Committee may make recomm<strong>en</strong>dations to remedy the circumstances which havearis<strong>en</strong>. If the EPA Committee has not made recomm<strong>en</strong>dations to remedy the circumstances,or if a satisfactory solution has not be<strong>en</strong> reached within 30 days of the matter being referred,the importing Party may adopt the appropriate measures to remedy the situation inaccordance with this Article.<strong>CE</strong>/<strong>PAC</strong>/<strong>en</strong> 37
