(c)the need to collect and process personal data in a transpar<strong>en</strong>t and fair manner, with duerespect accorded to the data subject, agree to establish appropriate legal and regulatoryregimes, and the appropriate administrative capacity to implem<strong>en</strong>t them, includingindep<strong>en</strong>d<strong>en</strong>t supervisory authorities, in order to <strong>en</strong>sure an adequate level of protection ofindividuals with regard to the processing of personal data, in line with the highestinternational standards 1 .ARTICLE 62DefinitionsFor the purposes of this Chapter:(a)"personal data" shall mean any information relating to an id<strong>en</strong>tified or id<strong>en</strong>tifiable naturalperson (data subject);(b)"processing of personal data" shall mean any operation or set of operations which isperformed upon personal data, such as collection, recording, organisation, storage, alteration,retrieval, consultation, use, disclosure, combination, blocking, erasure or destruction, as wellas transfers of personal data across national borders;1Standards to be tak<strong>en</strong> into account include the following international instrum<strong>en</strong>ts:(i) Guidelines on computerised personal data files, as am<strong>en</strong>ded by the United NationsG<strong>en</strong>eral Assembly on 20 November 1990.(ii) Recomm<strong>en</strong>dation of the OECD Council of 23 September 1980 concerning guidelinesgoverning the protection of privacy and trans-border flows of personal data.<strong>CE</strong>/<strong>PAC</strong>/<strong>en</strong> 68
