In urg<strong>en</strong>t cases, including those involving perishable or seasonal goods, the arbitration panelshall make every effort to issue its ruling within 75 days of the date of its establishm<strong>en</strong>t. Under nocircumstance should it take longer than 90 days from the date of its establishm<strong>en</strong>t to issue theruling. The arbitration panel may give a preliminary ruling within t<strong>en</strong> days of its establishm<strong>en</strong>t onwhether it deems the case to be urg<strong>en</strong>t.3.
