Where an employee asserts that emotionally stressful employment situations or conditions,<br />

including actions by the employing establishment described by the employee as constituting<br />

harassment or discrimination, caused a disabling condition on his part, the issue, generally<br />

speaking is not whether in fact there was harassment or discrimination but instead is<br />

whether such disabling reaction was precipitated or aggravated by conditions <strong>of</strong><br />

employment. The Board's function is not to make a finding on the merits <strong>of</strong> an employee's<br />

charges against the employing establishment; its only function is to determine whether or<br />

not the medical evidence supports causal relationship between the employment factors<br />

alleged and the physical conditions.<br />
