(1) Kinds <strong>of</strong> Appointments. The Postal Service recognizes four kinds <strong>of</strong> appointments for<br />

craft employees: permanent; permanent without career status; transitional (up to one<br />

year, with no career status, similar to term employment for other Federal employees); and<br />

casual (up to 89 days, with no career status, similar to term employment for other Federal<br />

employees).<br />

(2) Tours <strong>of</strong> Duty. The Postal Service recognizes several kinds <strong>of</strong> tours <strong>of</strong> duty,<br />

depending on the kind <strong>of</strong> work performed. An employee may work many more hours than<br />

indicated by the tour <strong>of</strong> duty. In such cases the pattern established by the actual number<br />

<strong>of</strong> hours worked or actual amounts <strong>of</strong> money earned takes precedence over the stated<br />

schedule or tour <strong>of</strong> duty in deciding which part <strong>of</strong> 5 U.S.C. 8114 to use in determining the<br />

pay rate. The tours are as follows:<br />

(a) Craft employees, such as <strong>Letter</strong> <strong>Carriers</strong> and Mail Clerks, are paid under the<br />

Postal Service (PS) salary structure. They include: full-time regular employees, who<br />

work 40 hours per week;<br />

Part-time regular employees, who have a fixed schedule <strong>of</strong> less than 40 hours per<br />

week; and part-time flexible employees, who are usually scheduled for 25 or more<br />

hours per week and who may in fact work a full time schedule.<br />

Part-time flexible employees are not paid extra for holidays, as their basic pay rate<br />

includes an increment for holidays.<br />

(b) Full time rural carriers are assigned to specific routes, each <strong>of</strong> which is<br />

evaluated at 36 to 48 hours per week depending on the size <strong>of</strong> the route.<br />

Leave replacement workers, who include associates, reliefs and substitutes, can work<br />

any schedule.<br />

(c) Postal inspectors have scheduled workweeks <strong>of</strong> six days per week and are not<br />

paid overtime for the sixth day. These employees are included in the Executive and<br />

Administrative Salary (EAS) pay structure, which also covers executives,<br />

pr<strong>of</strong>essionals, supervisors, postmasters, and technical, administrative and clerical<br />

employees.<br />

(d) Postmasters (A-E) may work 40 hours per week over six days. Pay for the<br />

sixth day does not constitute overtime.<br />

(e) Postal Career Executive Service (PCES) employees are paid an annual salary<br />

and may work any schedule with no overtime payable.<br />

4. Average Annual Earnings. This paragraph describes how to determine average annual earnings.<br />

Such determinations depend on the nature and duration <strong>of</strong> the employment. They must be made before<br />

establishing weekly and monthly pay rates.<br />
