headquarters staff <strong>of</strong> the Peace Corps will complete the reverse <strong>of</strong> Forms CA-1 and CA-2.<br />

(4) The headquarters staff <strong>of</strong> the Peace Corps is to report deaths <strong>of</strong> volunteers in the<br />

same manner as is required for Federal employees.<br />

f. Disability Claims.<br />

(1) The Peace Corps will not usually furnish Form CA-7 to a volunteer. The Claims<br />

Examiner should send Form CA-7 to the volunteer if it appears that entitlement to<br />

compensation exists.<br />

(2) The Employing Agency Portion <strong>of</strong> Form CA-7 need not be completed. Therefore, the<br />

claimants should be told to return these forms directly to OWCP.<br />

(3) The date <strong>of</strong> the volunteer's separation will be the date pay stops, which should be<br />

shown in the appropriate block on Form CA-1 or CA-2. Entitlement to compensation for<br />

temporary or permanent disability begins on the date following the date <strong>of</strong> separation.<br />

(4) 5 U.S.C. 8118 does not apply to volunteers because they do not earn annual or sick<br />

leave and are not entitled to continuation <strong>of</strong> pay (COP).<br />

(5) Compensation for disability will, in all cases, be computed on a weekly basis.<br />

Because volunteers do not usually have a standard work week, 5 U.S.C. 8114 will not be<br />

applied. Volunteers are entitled to CPI increases in compensation as provided by 5 U.S.C.<br />

8146a.<br />

(6) The three-day waiting period provided by 5 U.S.C. 8117 applies to these cases in the<br />

same manner as it applies to Federal employees.<br />

g. Death Claims.<br />

(1) When a death is reported by telegram or Form CA-6, the CE should promptly send<br />

Form CA-1064 and Form CA-5 to the next <strong>of</strong> kin, and Form CA-1063 to the employing<br />

agency.<br />

(2) The Attending Physician's Report on the reverse <strong>of</strong> Form CA-5 need not be<br />

completed, and claimants may be advised to return this form directly to OWCP.<br />

(3) Compensation for death will be computed on a monthly basis, just as it is for Federal<br />

employees.<br />

h. Pay Rate. In keeping with Section 5(d)(1) <strong>of</strong> the Peace Corps Act, the monthly pay rate<br />

for volunteers is the lowest rate provided for Grade 7 <strong>of</strong> the general schedule established by the<br />

Classification Act <strong>of</strong> 1949. The monthly pay for volunteer leaders and heads <strong>of</strong> household is the<br />

lowest rate provided for Grade 11 <strong>of</strong> the general schedule. The annual pay rates for computing<br />

compensation are found in Exhibit 1.<br />
