(4) Garnishment <strong>of</strong> compensation payments is discussed in <strong>FECA</strong> Program<br />

Memorandums Nos. 235 and 248 (also see paragraph 18 below).<br />

2-0901-3 Responsibilities<br />

3. Responsibilities. This paragraph describes the major responsibilities in computing and paying<br />

compensation. In most <strong>of</strong>fices, CEs and fiscal personnel share these duties, though the division <strong>of</strong><br />

responsibilities may vary.<br />

a. Computation. The CE is responsible for determining all factors involved in computing<br />

payments. The CE may also be responsible for the actual computations in some cases where the<br />

automated system cannot perform the calculations, but should refer complex cases to the claims or<br />

fiscal staff member designated to handle complicated calculations.<br />

b. Certification. By initialing a payment setup, the certifier verifies that the adjudication or<br />

calculation <strong>of</strong> a schedule award is correct, and also that the setup is correct. Payments must be<br />

certified before the payment is issued. All payments must be verified after keying as well. The<br />

verifier must initial and date the CP040 output before the payment cut-<strong>of</strong>f date. Where correction<br />

or deletion is necessary, this must be done before the cut-<strong>of</strong>f date.<br />

(1) All initial payments in death and schedule award cases must be certified by a GS-12<br />

CE or above. No delegation is authorized.<br />

(2) All other initial payments must be certified by a GS-12 CE or above, or by a GS-11<br />

CE designated by the Supervisory CE to certify payments. The certifier <strong>of</strong> a first payment<br />

assumes responsibility for the adjudication <strong>of</strong> all issues in the case and the eligibility <strong>of</strong> the<br />

case for payment, as well as the correctness <strong>of</strong> the payment itself. Subsequent routine<br />

payments on the daily roll do not require certification.<br />

(3) All subsequent payments for periodic, schedule award and death benefits must be<br />

certified by a GS-12 CE or above, or by a GS-11 CE designated by the Supervisory CE to<br />

certify payments. Likewise, overpayment calculations, adjustments to correct the pay rate,<br />

and payments for loss <strong>of</strong> wage-earning capacity must be certified. However, payments for<br />

disfigurement do not require certification.<br />
