(1) The RN may recommend such referral at the end <strong>of</strong> RN services, and such a referral<br />

may be desirable if the claimant has declined nursing services or has not cooperated with<br />

the RN.<br />

Also, the RS may identify a case for referral based on an ADP report and so notify the CE on<br />

Form OWCP-3. The CE should concur unless there is a reason based on the medical<br />

evidence for not doing so.<br />

(2) For claimants who cannot work eight hours per day, the CE must attempt to<br />

establish the claimant's ability to work a full day by one or more <strong>of</strong> the following: referral<br />

for an Occupational Rehabilitation Program (ORP), monitoring the attending physician's<br />

reports until the physician can release the claimant to work an eight-hour day, or second<br />

opinion evaluation.<br />

(3) An ORP is also appropriate when the specific work limitations are unknown. The CE<br />

may refer the claimant to the RS for an ORP when:<br />

(a) Intervention by the FN has ended but the claimant has moderate to severe<br />

physical limitations or deconditioning, or has not had an assessment <strong>of</strong> physical<br />

limitations, and has not returned to work; or<br />

(b) A health care provider has recommended rehabilitation or an ORP, unless the<br />

claimant has already returned to full-time regular duty.<br />
