(3) Return from Service Abroad.<br />

d. Medical Records.<br />

(a) A volunteer who returns to the United States immediately after completing<br />

service abroad will be terminated in this country. The volunteer has the protection<br />

<strong>of</strong> the <strong>FECA</strong> while traveling to the United States unless a material deviation occurs.<br />

(b) A volunteer may also choose to be terminated at a foreign post <strong>of</strong> duty. In this<br />

case the volunteer is paid the money to which he or she is entitled as well as the<br />

cost <strong>of</strong> travel from the foreign post <strong>of</strong> duty to the United States. In most cases, the<br />

volunteer will return to the United States by an indirect route. After termination, the<br />

volunteer has the protection <strong>of</strong> the <strong>FECA</strong> only during that part <strong>of</strong> the trip when on<br />

the direct or most usually traveled route between the foreign post <strong>of</strong> duty and the<br />

United States. The facts about any deviation from this route must be developed<br />

carefully. The question will be determined according to the usual criteria for cases<br />

involving travel status. See <strong>FECA</strong> PM 2-804.<br />

(1) The Peace Corps maintains a complete medical file for its volunteers. The file usually<br />

includes the results <strong>of</strong> the pre-employment and termination examinations and a record <strong>of</strong><br />

medical care received during service. This medical information is useful in adjudicating<br />

claims for compensation, particularly in those cases involving disease.<br />

(2) With each compensation case, the Peace Corps is to submit its original medical file for<br />

the volunteer. To save time and expense, neither the Peace Corps nor OWCP will make<br />

copies <strong>of</strong> these records, which should be kept in the case file. The manner in which each<br />

record has been assembled by the Peace Corps will not be disturbed. The Peace Corps will<br />

ask for the temporary return <strong>of</strong> a medical record if needed at a later date. Such requests<br />

are to be honored without reservation.<br />

e. Reporting <strong>of</strong> Injuries and Deaths.<br />

(1) Volunteers are required to report injuries in the manner required by Section 10.100<br />

and 10.101 <strong>of</strong> the <strong>FECA</strong> regulations. The Peace Corps will keep Form CA-1 or CA-2 during<br />

the period <strong>of</strong> the volunteer's enrollment. At the time <strong>of</strong> separation, it is to be submitted to<br />

OWCP if it then appears that:<br />

(a) The volunteer requires medical care for the cure or relief <strong>of</strong> the injury; or<br />

(b) The injury is causing disability for which compensation may be payable.<br />

(2) With Form CA-1 or CA-2, the Peace Corps will submit the volunteer's medical record<br />

and other appropriate information, including the dates <strong>of</strong> enrollment and separation, and<br />

the dates <strong>of</strong> service abroad. They will also state what benefit the claimant seeks or needs.<br />

(3) Based upon information in the volunteer's medical and personnel folders,<br />
