organization, the CE should compute the pay rate based on the total salary received from the<br />

Department <strong>of</strong> Agriculture and the cooperating organizations. Form CA-7 or some other report<br />

from the employing agency should show the gross salary received by the employee from all entities<br />

involved. The CE should request this information from the employing agency if it is not received<br />

with the original reports. Any compensation payable should be reduced by the amount which the<br />

non-Federal organization paid to the claimant.<br />

e. Census Enumerators and Crew Leaders—2010 Census. (For injuries occurring during<br />

previous censuses, consult the <strong>National</strong> Office.) Information about computing compensation for<br />

these employees may be found in <strong>FECA</strong> PM 2-0901.9.<br />

(1) For the 2010 count, the Bureau <strong>of</strong> the Census will employ approximately 1,000,000<br />

individuals in Local Census Offices (LCOs) throughout the U.S., including Alaska, Hawaii and<br />

Puerto Rico. The peak employment period is April through June <strong>of</strong> 2010. Most employees<br />

in LCOs are either enumerators or crew leaders on temporary (not-to-exceed 180 day)<br />

appointments.<br />

(2) All positions, including enumerators and crew leaders, are paid on an hourly basis.<br />

Wages in the LCOs vary by geographical area, and pay types are assigned accordingly. Any<br />

questions regarding pay rates may be referred to the Bureau <strong>of</strong> the Census, Demographic<br />

and Decennial Staff, at (301) 763-9620.<br />

(3) Following are the hourly wage rates for enumerators, crew leaders and clerks:<br />

Enumerator: $10.93 to $22.10<br />

Crew Leader: $12.43 to $23.60<br />

Clerk: $ 8.20 to $15.82<br />

(4) Based on an analysis <strong>of</strong> the 2000 Census data, the Bureau <strong>of</strong> the Census determined<br />

that, on average, enumerators worked 4.5 hours per day, 4 days per week. The work<br />

patterns for the 2010 Census are anticipated to closely resemble the 2000 Census.<br />

f. Special Census Employees. The Census Bureau sometimes enters into contracts with state,<br />

county and city governments to conduct various types <strong>of</strong> surveys. Most <strong>of</strong> the workers are hired<br />

for very short periods <strong>of</strong> time, and they are paid directly by the local entity conducting the study.<br />

It has been determined that they are not eligible for COP. The CE should follow the guidance given<br />

in paragraph 4.c.(3) above to establish the pay rate.<br />

g. Rural <strong>Carriers</strong>/Rural Carrier Leave Replacements. The salaries for these employees are<br />

based on the evaluation <strong>of</strong> their routes. The Postal Service uses a formula to determine the<br />

evaluated salary which may be based on an evaluation <strong>of</strong> between 36 and 48 hours per week.<br />

Salaries derived from routes which are evaluated at more than 40 hours per week are not<br />

considered to include overtime. Rural carriers are not in an overtime status unless they actually<br />

work more than the number <strong>of</strong> hours stipulated in their contract for their route evaluation. The<br />

evaluated pay, therefore, is the pay rate for compensation purposes.<br />
