metropolitan commuting;<br />

(18) "Post differential" paid under Title II, Part D <strong>of</strong> the Overseas Differential and<br />

Allowances Act (Pub. Law 86-707). This is regarded as a special recruitment and retention<br />

allowance granted because <strong>of</strong> the overall environmental conditions or rigors <strong>of</strong> the particular<br />

post. It is not a cost-<strong>of</strong>-living differential or economic equalization factor, which would be<br />

excluded from the pay rate for compensation purposes;<br />

(19) "Nonwatchstanding allowance" paid to day-working crew members by the Military<br />

Sealift Command, to compensate for overtime they are not eligible to earn. This allowance<br />

is a means <strong>of</strong> maintaining wage differentials among the crew. It may be included in the<br />

base pay as reported by the <strong>of</strong>ficial superior or may be shown separately;<br />

(20) "Leave supplement" paid to all unlicensed crew members or watchstanding <strong>of</strong>ficers<br />

by the Military Sealift Command, to compensate for overtime, penalty or premium pay that<br />

is not earned while on authorized leave. This supplement is a means <strong>of</strong> maintaining wage<br />

differentials among the crew, and is not among the categories <strong>of</strong> pay excluded by Section 5<br />

U.S.C. 8114(e);<br />

21) Extra pay authorized under the Fair Labor Standards Act (FLSA), 29 U.S.C. 207(k),<br />

for emergency medical technicians and other employees who earn and use leave on the<br />

basis <strong>of</strong> their entire tour <strong>of</strong> duty, and who are required to work more than 106 hours per<br />

pay period.<br />

GS-081 firefighters with pay rate effective dates prior to October 11, 1998 would also be<br />

included in this section.<br />

Such pay may be included retroactive to July 21, 1987, when the Office <strong>of</strong> Personnel<br />

Management made similar changes in its regulations. To be entitled to an adjustment in<br />

the pay rate, the claimant must have been in pay status on or after that date. If retroactive<br />

payment is authorized in a long-term disability case, the pay rate must be adjusted so that<br />

CPIs will be included;<br />
