(4) A GS-12 CE or designated CE may approve payments up to and including $50,000.<br />

All payments over $50,000 must be certified by a Supervisory CE, GS-13 or above, or by a<br />

designated GS-12 CE.<br />

(5) When a decision concerning entitlement is made at a level above that <strong>of</strong> the CE and<br />

certifier, these individuals may still be required to authorize payment. In doing so they<br />

function in a dual capacity:<br />

(a) With respect to the decision <strong>of</strong> this superior they are merely carrying out<br />

orders; and<br />

(b) With respect to other decisions essential for making payment, they are solely<br />

responsible for the accuracy <strong>of</strong> such decisions.<br />

(6) For claimants being paid on the periodic roll, no certification is required to change<br />

the compensation rate (from 66 to 75 percent, or vice versa) based upon marriage, death,<br />

divorce, student status, etc. Likewise, a change <strong>of</strong> payee address to reflect direct deposit<br />

need not be certified. The file must contain clear evidence supporting the change, however.<br />

c. Data Entry. The CE is <strong>of</strong>ten responsible for entering payments directly into the Automated<br />

Compensation Payment System (ACPS). In some instances, the Benefits Payroll Assistant (BPA) or<br />

the Workers' Compensation Assistant (WCA) is responsible for this action.<br />

(1) Depending on the kind <strong>of</strong> payment, the CE should complete the following:<br />

(a) For initial daily roll payments, and later daily roll payments in <strong>of</strong>fices where<br />

the BPA or WCA keys the payments, Daily Roll Payment Worksheet (Form CA-25A);<br />

(b) For placement on the periodic roll, Disability Benefits Payment Worksheet<br />

(Form CA-25);<br />

(c)<br />

For schedule award payments, Schedule Award Worksheet (Form CA-203);<br />

(d) For death benefits, Fatal Benefits Payment Worksheets (Forms CA-24 and<br />

CA-24A).<br />

(2) The CE is responsible for noting the pay rate, as well as information about health<br />

benefits enrollment and optional life insurance into the pay rate history, which is part <strong>of</strong> the<br />

Case Management function on the Sequent system.<br />

d. Other Responsibilities <strong>of</strong> the CE.<br />

(1) The need to make payments on a timely basis is addressed in <strong>FECA</strong> PM 2-0807.17.<br />

Entries to the Timely Payment <strong>of</strong> Compensation Program (TPCUP) are discussed in <strong>FECA</strong> PM<br />

2-0401.10.<br />
