claimant to a higher pay rate under section 8101(4) <strong>of</strong> the <strong>FECA</strong>).<br />

c. Schedule Award. If a claimant loses wages to obtain medical services during the period <strong>of</strong> a<br />

schedule award, the additional hours <strong>of</strong> compensation due may be paid at the end <strong>of</strong> the award,<br />

rather than interrupting the schedule award for payment <strong>of</strong> compensation.<br />

d. OWCP-Directed Examination. If the OWCP directs a claimant who is working to undergo an<br />

examination, reimbursement for wage loss should be paid under the authority <strong>of</strong> Section 5 U.S.C.<br />

8123, at 100% <strong>of</strong> gross wages lost. Payment should be made through the automated bill payment<br />

system, and it may be made without regard to any concurrent schedule award entitlement.<br />

2-0901-17 Additional Death Benefits<br />

17. Additional Death Benefits. This paragraph discusses the benefits payable in death claims in<br />

addition to compensation payments to dependents <strong>of</strong> employees. These benefits payable under 5 U.S.C.<br />

8133 and 8134 include funeral and burial expenses, the administrative expense <strong>of</strong> terminating the<br />

decedent's status as a Federal employee, transportation <strong>of</strong> remains, and lump-sum awards to remarried<br />

spouses. These topics and others related to death benefits are addressed in <strong>FECA</strong> PM 2-0700.<br />

a. Funeral and Burial Expenses. The <strong>FECA</strong> provides up to $800 for funeral and burial<br />

expenses. The CE should indicate the amount <strong>of</strong> payment to be made and the name and address<br />

<strong>of</strong> the person to whom payment is to be made (usually the person whose funds were used to pay<br />

the bills).<br />

b. Administrative Termination. The amount <strong>of</strong> $200 is payable for the administrative costs <strong>of</strong><br />

terminating a decedent's status as a Federal employee.<br />

c. Transportation Expenses. The CE should briefly describe the nature and amount <strong>of</strong> this<br />

payment on the payment sheet.<br />

2-0901-18 Other Payees<br />

18. Other Payees. This paragraph discusses the parties other than the claimant (or the primary<br />

beneficiary in a death case) who may receive funds, as follows:<br />

a. Employing Agency. When leave repurchase is authorized, the agency may be designated to<br />

receive the compensation due. The agency then becomes a case payee.<br />

b. Office <strong>of</strong> Personnel Management (OPM). If funds are <strong>of</strong>fset to repay the OPM for a period <strong>of</strong><br />

dual benefits, the OPM becomes a case payee.<br />

c. Secondary Beneficiaries. In a death case, a student or other adult beneficiary may receive<br />

checks in his or her own name (see <strong>FECA</strong> PM 2-0700.8d).<br />

d. A State/Municipal Court or Agency. In cases were the injured worker is failing to comply<br />

with or in arrears for alimony and/or child support payments, the OWCP may allow for garnishment<br />

<strong>of</strong> compensation benefits. Such garnishment may be requested by providing a copy <strong>of</strong> the state<br />

agency or court order to the district <strong>of</strong>fice that has jurisdiction over the injured worker’s claim.<br />

OWCP has also entered into a Memorandum <strong>of</strong> Understanding with the Department <strong>of</strong> Health and<br />
