counseling. While the RS may recommend such services, the CE must authorize them.<br />

d. Guidance and Counseling. Guidance consists <strong>of</strong> providing information to claimants about<br />

such matters as looking for work; types <strong>of</strong> occupations; preparing applications and resumes;<br />

rehabilitation services and facilities; limitations and potential created by their physical conditions,<br />

interests and abilities. Counseling focuses on clarifying alternatives with respect to occupational,<br />

financial, social and emotional issues pertaining to the vocational rehabilitation effort.<br />

e. Vocational Testing and Work Evaluations. The goal <strong>of</strong> these activities is to evaluate the<br />

claimant's physical, mental and emotional potential for various kinds <strong>of</strong> reemployment. Testing<br />

must be performed by qualified pr<strong>of</strong>essionals. Specific requirements must be met for approval <strong>of</strong><br />

college training, vocational-technical training, self-employment, and placement with a new<br />

employer.<br />

f. Vocational Training. Training is considered whenever the previous employer cannot place<br />

the claimant, and the claimant's experience and aptitude make other placement with minimal loss<br />

<strong>of</strong> earnings unlikely. It includes pre-vocational training to upgrade basic academic skills; personal<br />

adjustment training to upgrade physical or behavioral skills; formal training courses; and<br />

on-the-job training.<br />

g. Placement with New Employer. After any necessary testing and training has been<br />

completed, the RC will attempt to match the claimant's experience, training, aptitudes, skills, and<br />

physical abilities with the physical and mental requirements <strong>of</strong> jobs with other government<br />

agencies or private concerns. The RC will work with the claimant to identify job openings, prepare<br />

applications, and undergo interviews.<br />

h. Follow-up Services. The RC will follow a reemployed claimant for two months to ensure that<br />

the placement is viable and to identify any potential barriers to continued employment.<br />
