(b) If there is accrued compensation but it is not sufficient to cover the total<br />

amount owed OPM, the district <strong>of</strong>fice will forward the entire accrued amount to OPM.<br />

When certification <strong>of</strong> due process is received from OPM as described below in<br />

subparagraph (c), the district <strong>of</strong>fice will make deductions from any continuing<br />

compensation payments until the debt has been repaid.<br />

Where the claimant received a lump sum payment from OPM as part <strong>of</strong> an<br />

alternative annuity under CSRS or as part <strong>of</strong> the death benefit under FERS, OPM is<br />

not required to provide certification <strong>of</strong> due process. The district <strong>of</strong>fice may withhold<br />

continuing net compensation until OPM is fully repaid.<br />

(c) Except where the claimant received a lump-sum payment from OPM as<br />

described above in subparagraph (b), OPM will certify in writing that the debt exists<br />

and that appropriate due process has been afforded the debtor to request <strong>of</strong>fset<br />

from continuing compensation payments. OPM will advise the district <strong>of</strong>fice <strong>of</strong> either<br />

the dollar amount <strong>of</strong> the periodic deduction or the percentage <strong>of</strong> net compensation to<br />

<strong>of</strong>fset each payment period.<br />

In general, OPM will request a deduction <strong>of</strong> ten percent (10%) <strong>of</strong> the periodic<br />

payment, but not less than $50. A greater or lesser amount may be requested<br />

based on an agreement reached between OPM and the debtor. Whenever possible,<br />

OPM will try to recover the debt within 36 months.<br />

(2) Method <strong>of</strong> Setting Up Payments.<br />

(a) The CE will authorize repayment to OPM as a case payee on Form CA-25A,<br />

CA-25, or CA-24. The CE must indicate the total amount owed OPM and the amount<br />

to be deducted from each compensation payment.<br />

(b) Payment to OPM will be transferred via Treasury's OPAC transfer <strong>of</strong> funds. A<br />

case payee (CP) will be entered in ACPS for this transaction.<br />

(3) OPM Contract. OPM's Debt Collection Branch (DCB) handles debts owed to OPM.<br />

Once the DCB contacts the district <strong>of</strong>fice, all future correspondence concerning the debt<br />

should be sent to the DCB. District <strong>of</strong>fice staff are encouraged to call the DCB at (202)<br />

254-3094 to expedite resolution <strong>of</strong> cases.<br />

(4) Refund action when repayment is due OWCP is described in <strong>FECA</strong> PM 5-505.11.<br />
