d. Period <strong>of</strong> Payment. To determine the period for which compensation is payable, the CE<br />

must evaluate the medical evidence and determine whether the daily or periodic roll should be<br />

used. See <strong>FECA</strong> PM 2-811.<br />

(1) Payment may be approved even though the Form CA-7 was signed in advance <strong>of</strong> the<br />

period claimed, but approval <strong>of</strong> a claim submitted in advance should be limited to a period<br />

<strong>of</strong> not more than 30 days from the date <strong>of</strong> signature. If the claim was submitted in<br />

advance, the CE should verify by telephone that the employee has not returned to work.<br />

(2) The three-day waiting period must be considered when payments are approved.<br />

Where the period ends on the date the CE is setting up payment, and medical evidence<br />

clearly establishes that disability will extend 15 days or more after the beginning <strong>of</strong> wage<br />

loss, the CE may extend the period approved for payment through the 15th day if such an<br />

extension will eliminate the need to withhold waiting days.<br />

(3) When approving payment in advance, the CE must keep in mind the ACPS cut<strong>of</strong>f and<br />

payment schedule. If the 15-day period ends subsequent to the cut<strong>of</strong>f date <strong>of</strong> the current<br />

ACPS payment cycle, the payment will be processed in the next cycle, and the check will be<br />

dated and released a week later.<br />

e. Pay Rate Information.<br />

(1) CEs should be alert to situations where entitlement <strong>of</strong> a dependent may be<br />

questionable. For instance, the claimant may have reported two different dates <strong>of</strong> birth for<br />

a child now near 18 years <strong>of</strong> age, or it may not be clear from the evidence <strong>of</strong> record<br />

whether a child has been adopted formally or remains a foster child. In such situations, the<br />

CE should request substantiation <strong>of</strong> dependent status by way <strong>of</strong> certified copies <strong>of</strong> birth<br />

certificates, adoption proceedings, or other documentation before augmented compensation<br />

is paid.<br />

(2) Occasionally, the pay rate information furnished by the agency is insufficient to<br />

establish the proper pay rate for compensation purposes. However, where a usable pay<br />

rate appears, it should be used on an interim basis to avoid delays in making payment. The<br />

CE should write to the agency, with a copy to the employee, advising <strong>of</strong> the pay rate being<br />

used and requesting the information needed so that adjustment can be made.<br />

(3) If the Form CA-7 shows that the claimant received premium pay, shift or night<br />

differential, but the evidence is insufficient to compute the amount <strong>of</strong> pay for compensation<br />

purposes, compensation should be paid using the base pay, pending receipt <strong>of</strong> the<br />

requested information on extra pay.<br />
