with the return to work effort. CFF is used if neither the nurse nor rehab was involved in<br />

the return to work effort.<br />

(4) CNL - - RTW, not DOI job with 0% LWEC decision. Used when the CE issues a formal<br />

loss <strong>of</strong> wage-earning capacity decision when a claimant cannot return to the date <strong>of</strong> injury<br />

job because <strong>of</strong> disability due to work-related injury or disease, but does return to<br />

alternative employment with no resulting wage loss.<br />

(5) CSA - - Refused suitable work. Used when the CE issues a formal decision under<br />

Section 8106(c)(2) <strong>of</strong> the <strong>FECA</strong> because the claimant refused suitable employment.<br />

(6) CSB - - Compensation not claimed. Used when a claimant elects other benefits (such<br />

as OPM) instead <strong>of</strong> receiving OWCP compensation, or chooses to no longer receive OWCP<br />

benefits for some other reason.<br />

d. DM Status Code for PRM Resolution with No Change in Compensation.<br />

(1) PCR - - No change in entitlement after review. The medical and factual evidence in the<br />

file should clearly reflect this finding, and the CE should document this finding with a memo<br />

to the file. See Exhibit 8 for a sample. If the CE is simultaneously recommending that the<br />

case status be changed to PN, the same memo can be used. Refer back to Exhibit 1 and<br />

notice the wording at the bottom <strong>of</strong> the PN memo.<br />

Note - The CE can use this code in each case only once during a 5 year period.<br />

e. DM Status Codes that are Not Counted as PRM Resolutions.<br />

(1) CPN - - Permanent total disability decision. Used when the CE has determined that the<br />

claimant has no wage-earning capacity. This is documented by a memo to file. See Exhibit<br />

1.<br />

(2) CRC - - Reduction under 5 USC 8148(b). Used when the claimant is incarcerated due<br />

to a felony conviction that is not related to fraud against the United States Government.<br />

Benefits are reduced according to the status <strong>of</strong> the claimant's dependents.<br />

(3) CRL - - Recurrence, LWEC Modification (TTD). Used when the claimant is receiving<br />

compensation for a loss <strong>of</strong> wage-earning capacity (LWEC) and that decision is formally<br />

modified resulting in placement on the periodic roll for total disability. After the LWEC is<br />

modified, the entry <strong>of</strong> this code will close the PRM DM record, and then allow the creation <strong>of</strong><br />

a new Quality Case Management (QCM) DM record.<br />

(4) DEA - - Death <strong>of</strong> Claimant. Used when a claimant dies. The case should be taken out<br />

<strong>of</strong> PR/PW/PN status and removed from the DM universe.<br />
