2-0809-1 Purpose and Scope<br />

1. Purpose and Scope. This chapter contains guidelines for the preparation <strong>of</strong> statements <strong>of</strong> accepted facts<br />

(SOAFs). The SOAF is a concise summary <strong>of</strong> the relevant facts that will allow a physician to resolve a<br />

particular medical issue. The SOAF can be useful to assist the attending physician, a second opinion examiner,<br />

a referee medical examiner, the District Medical Advisor, Rehabilitation Counselors, Nurse Case Managers,<br />

employing agencies, and others interested in the facts used by the Office to make determinations about a case.<br />

An accurate and complete SOAF requires that the factual issues pertinent to the claim be properly<br />

developed, weighed and resolved in advance. For information about the development <strong>of</strong> particular issues,<br />

refer to <strong>FECA</strong> PM 2-0800, Development <strong>of</strong> Claims, and the ensuing chapters addressing the five basic<br />

requirements, or to <strong>FECA</strong> PM 2-0700, Death Claims.<br />

For a discussion <strong>of</strong> formulating medical questions and forwarding cases for medical opinion when the SOAF<br />
