(12) Extra pay received by employees <strong>of</strong> the U.S. Public Health Service, Carville,<br />

Louisiana, because <strong>of</strong> the intimate contact with patients who have Hansen's disease and<br />

paid pursuant to the provisions <strong>of</strong> Section 209(g) <strong>of</strong> the Public Health Service Act (58 Stat.<br />

687, 42 U.S.C. 210(f) and Executive Order No. 10354, dated May 26, 1952);<br />

(13) Wages paid for <strong>National</strong> Guard service when membership in the <strong>National</strong> Guard is a<br />

condition <strong>of</strong> the employee's civilian employment with the Guard. The wages paid for<br />

<strong>National</strong> Guard service during the year prior to injury should be obtained. The annual wage<br />

paid for these services will be divided by 52 and added to the basic pay rate. Travel<br />

allowances and per diem pay are excluded, as are the items noted in Section 5 U.S.C.<br />

8114(e)(1), (2) and (3) (see paragraph 6 above).<br />

In addition to wages paid for attending drills or field training, the following are included in<br />

the pay rate for compensation purposes:<br />

(a) Earnings received for active Federal service under a Presidential "call";<br />

(b) All inactive military training pay regardless <strong>of</strong> the frequency or type <strong>of</strong><br />

training;<br />

(c) Subsistence and quarters authorized by 37 U.S.C. 402 and 403;<br />

(d) Additional pay given to commanders <strong>of</strong> units for performing administrative<br />

duties under 37 U.S.C. 309;<br />

(e) Dependents Assistance Act payments made to enlisted members in grades 4<br />

and below;<br />

(f) Incentive pay authorized by 37 U.S.C. 301; and<br />

(g) Payments in accordance with 32 U.S.C. 319 or 37 U.S.C. 204(h) during<br />

periods <strong>of</strong> disability sustained by a <strong>National</strong> Guard member who has contracted a<br />

disease or incurred an injury in line <strong>of</strong> duty.<br />

(14) "Dirty-work pay" extended to employees who work under conditions which soil the<br />

body or clothing more than normally expected in performing the duties <strong>of</strong> the job;<br />

(15) "Hazard pay" when it is included for work which is recurrent in nature and part <strong>of</strong> the<br />

employee's normal duties;<br />

(16) Locality pay and "COLA" (cost-<strong>of</strong>-living allowance) paid to certain employees as part<br />

<strong>of</strong> their normal pay and in addition to their salary, because <strong>of</strong> differences in cost <strong>of</strong> living<br />

within the U.S. and its possessions (e.g., Puerto Rico);<br />

(17) "Remote worksite allowance" under the provisions <strong>of</strong> Section 5 U.S.C. 5942 paid to<br />

certain employees assigned to regular duty at designated locations so remote from the<br />

nearest established communities or suitable places <strong>of</strong> residence as to require an appreciable<br />
