a. Traumatic Injury. If an air traffic controller was issuing instructions to the pilot <strong>of</strong> an<br />

airplane which subsequently crashed, and the controller developed a medical condition following<br />

the crash because <strong>of</strong> "emotional stress," it must be concluded that the employee suffered a<br />

"traumatic injury." The airplane crash was a specific incident which occurred within a single day or<br />

work shift, which accords with the definition <strong>of</strong> "traumatic injury" contained in 20 CFR 10.5(ee).<br />

b. Occupational Disease. If an air traffic controller develops a medical condition because <strong>of</strong><br />

daily pressures, adverse effects <strong>of</strong> shift changes, or harassment by supervisors, the claim would be<br />

based on occupational illness.<br />
