the Department <strong>of</strong> Veterans Affairs (VA). Night differential is paid for work between 6 p.m.<br />

and 6 a.m.;<br />

(2) Extra compensation for Sunday or holiday work paid to regular employees <strong>of</strong> the<br />

Postal Service;<br />

(3) Premium pay for work on Sundays under Section 5 U.S.C. 5546(a), which provides<br />

for extra pay when an employee's regular work schedule includes an eight-hour period, any<br />

part <strong>of</strong> which falls on a Sunday. This premium pay is similar to the premium pay for<br />

Sunday work paid by the Postal Service (see also Program<br />

(4) Premium pay for work on holidays under Section 5 U.S.C. 5546(b), which provides<br />

for extra pay when an employee's regular schedule includes work on a holiday. This<br />

increment may not be paid for work which exceeds eight hours or which represents<br />

overtime;<br />

(5) Premium pay for administratively uncontrollable overtime (AUO), including holiday<br />

pay under Section 5 U.S.C. 5545(c)(2) (see also <strong>FECA</strong> Program Memoranda Nos. 106 and<br />

280);<br />

(6) Extra pay received by immigration inspectors for work performed between 5:00 p.m.<br />

and 8:00 a.m. and for all work performed on Sundays and holidays (see <strong>FECA</strong> Program<br />

Memorandum No. 68;<br />

(7) Extra pay received by customs inspectors for work performed between 5 p.m. and 8<br />

a.m. and for all work performed on Sundays and holidays, until January 1, 1994 (see <strong>FECA</strong><br />

Program Memoranda Nos. 278 and 281);<br />

(8) Availability pay for criminal investigators pursuant to Pub. Law 103-329. This<br />

increment (25% <strong>of</strong> basic pay) is paid to ensure the availability <strong>of</strong> investigators for<br />

unscheduled duty, and replaces AUO [see (5) above] for these employees;<br />

(9) "Heavy duty" pay pursuant to 39 U.S.C. 3543 for rural mail carriers serving heavily<br />

patronized routes;<br />

(10) Quarters allowances for personnel serving overseas, paid pursuant to Section 901(1)<br />

<strong>of</strong> the Foreign Service Act <strong>of</strong> 1946 and Executive Order No. 10011, dated October 22, 1948;<br />

(11) "Arctic bonus" pay received by personnel working at Foreign Arctic Weather Stations<br />

<strong>of</strong> the <strong>National</strong> Oceanic and Atmospheric Administration, Department <strong>of</strong> Commerce;<br />
