1. Purpose and Scope. This chapter discusses the Claims Examiner's (CE's) function in developing<br />

and evaluating medical evidence and provides guidelines for weighing varying and conflicting medical<br />

opinions.<br />

2. Introduction. The purpose <strong>of</strong> this paragraph is to describe briefly the sources <strong>of</strong> medical evidence<br />

and some <strong>of</strong> the factors involved in evaluating it.<br />

a. Proper development and weighing <strong>of</strong> medical evidence is essential to the sound adjudication<br />

<strong>of</strong> claims for benefits, and to the comprehensive management <strong>of</strong> accepted disability cases. Medical<br />

evidence in disability cases consists <strong>of</strong> four major types:<br />

(1) Evidence from the attending physician (or from consultants chosen by him or her).<br />
