Protection Engineer. WCH has followed up on status and has resolved CHPRC concerns and
requests. Currently just waiting on the permits to be issued by CHPRC. Discussed 150 gpm
restrictor to be installed at the hydrant tie-in as well as an additional restrictor at the water high
tank. Permits scheduled to be complete by 1/14/20 10. Still waiting on permits from CHPRC.
WCH following up. Hydrant permit is in hand, waiting for excavation permit. Plan to perform
work on water line on an off shift work day, pushing for Friday 2/19/2010. Excavation permit is
complete. Discussed that 1 00-K water will be shut-off this weekend. Friday work is pending.
Further discussed backflow preventer versus air-gap installation requirements. DDI is pursuing
additional changes to the water system tie-in.
" Discussion of waste oil uses and testing of same if oil is taken off site. Will discuss further with
environmental regarding Watts' re-use of waste oil. WCH is investigating from an environmental
perspective. DDI to supersede the SPCC with an OMP. WCH has evaluated waste oil for
heaters. DDI to provide a designation of non-regulated and/or specification on used oil that
qualifies to bumn prior to removal of any waste oil from the site. When DDI has submitted OMP,
Environmental will get WCH concurrence. DDI plans to submit by 1/27/20 10. DDI requesting
assistance/support with designations. WCH in review of the OMP, WCH will provide support to
DDI with the required designations for waste oil burning.
* WCH requests a site absences coverage plan. WCH to give DDI comments. DDI plans to submit
this by 1/26/2010. WCH to provide review and comments.
" Discussed the potential upgrade from 2-watt to 5-watt radios. DDI indicated there should be a
trade-in value from existing radios which will help off-set the cost. DDI evaluating quotes
received and licensing potential issues. Also looking into alternatives such as installation of a
repeater versus purchase of new radios. Possible change out this weekend. DDI to have two (2)
5-watt radios on-site for testing approximately 1/20/20 10. WCH evaluating plans to implement
5-watt radios. Change notice to be issued. DDI to provide 5-watt radios for the site.
" Discussed DDI working to mobilize two haul trucks from ERDF. There is a total of four (4)
needed for site operations. Negotiations about contracts, costs and ownership are in progress.
DDI to work on a proposal and WCH Procurement will follow up on request. Discussed details
regarding WCH provision of two 22-ton capable haul truck and contract changes that would need
to be made for the 25-ton minimum requirement. DDI to provide their own trucks rather than this
proposal. DDI plans to have the fourth haul truck onsite, no firm date for arrival. DDI requested
to provide firm date. Discussed Kenworth truck only capable of 22-ton payload. WCH is
pursuing custodianship and lease for additional trucks. The contract will have to be revised to
allow for use of the 22-ton trucks. Change notice will be coming from WCH for the 22-ton
trucks. DDI to return acceptance of change notice prior to mobilizing these trucks. DDI is in the
process of bringing these trucks on site.
* DDI to provide a plan to access the top of the diesel fuel storage tank. DDI confirmed ladder is
on site. Will be meeting with WCH Safety about use and training requirements prior to
developing and implementing a plan for utilization.
* Discussed use of soil pad-in materials. Need to minimize the materials being introduced into the
trenches.
" Discussed implementing a more detailed briefing on Work Package and Technical Procedures
each day in the POD starting next week
