complete. Discussed that 100-K water will be shut-off this weekend. Friday work is pending.
Further discussed backflow preventer versus air-gap installation requirements. DDI is pursuing
additional changes to the water system tie-in. WCH met with CHPRC again on 2/22/2010. DDI
to complete system construction while new permits are pending. Decision has been made to
utilize the existing permits in place. DDI will begin to get materials on site to support installation
of water tie-in to support installation date of Friday, 3/19/2010. Work inside the fence next door
needs to be complete by the end of the weekend of the 1 9 th so not to disrupt their work. DDI
indicated system should be operational the week of March 22. DDI waiting on materials, flow
restrictors, tanks, calcium chloride. Underground installations completed in the 1 00-K area. DDI
does not yet have parts on-site to complete the above ground installations to complete the tie-ins.
DDI to provide informnation/details for additional flow requests. DDI to prepare as-built
information prior to energizing system. High tank is in place and operational. DDI is having
some issues with float valve that they are continuing to work through. Getting this system
operational inside the burial ground needs to be a priority. DDI is working through a request by
Watts for additional GPM. DDI is considering bringing in another sub to complete the water
system project (4/20). DDJ is evaluating a recalculation of water system requirements from Watts
and will forward to WCH after review. Watts has been instructed by DDI to continue installation
of the stabilization injection system related to the water system. WCH requests a P&ID of the
water system (4/27). DDI is finalizing the P&ID and will submit this week (5/4). DDI has run
calcs on the injection system pump production and recognizes that the pump proposed by Watts is
significantly undersized. Therefore, the P&ID will not be submitted until this issue is resolved.
WCH does not have a defined injection rate for the use of calcium chloride. (5/li) The use of
calcium chloride or other soil bonding agents are a performance specification, not a specific
requirement of WCH. No change. (5/18) Injection system to be complete by Wednesday May
26, plan to demonstrate on Tuesday June 1. DDI has no plans to utilize a tank (as shown on
previous sketch) or any type of pump to increase pressure. (5/25) System equipment
configuration is complete, still need to test the remote water cannons with the current pressures.
Discussed pressure needs for operating the system, additional pumps, tanks, etc. On 5/27, system
was tested and it took 14 minutes for a water truck to fill (approximately 285 gpm). (6/1) DDI is
sending a letter to Watts to rework system for increased pressure. (6/8) DDI to submit letter,
request for clarification for intent of water supply. (6/15) No change. (6/22) WCH has not
received letter from DDI about water supply. (6/29)
*Discussion of waste oil uses and testing of same if oil is taken off site. Will discuss further with
environmental regarding Watts' re-use of waste oil. WCH is investigating from an environmental
perspective. DDI to supersede the SPCC with an OMP. WCH has evaluated waste oil for
heaters. DDI to provide a designation of non-regulated and/or specification on used oil that
qualifies to burn prior to removal of any waste oil from the site. When DDI has submitted OMP,
Environental will get WCH concurrence. DDI plans to submit by 1/27/20 10. DDI requesting
assistance/support with designations. WCH in review of the OMP, WCH will provide support to
DDI with the required designations for waste oil burning. DDI to submit revised OMP this week.
DDJ is working with WCH EPL on clarifications. WCH EPL to observe Watts's oil burning
facility on 3/18/2010. DDI will submit OMP after that date. OMP waiting on ARES revision to
drawings, then DDI will submit. Drawings should be available for pickup by DDI this week then
the OMP will be submitted. No update (4/2 0). DDI is working on final review of this submittal
and will submit by 5/11/2010 (4/27). On track to submit by 5/11/2010 (5/4). DDI confirmed that
the OMP will be submitted 5/12/2010. Since the OMP is not yet approved, DDI is not to remove
used oil from the site. Any questions about exceptions to this need to be discussed with the WCH
EPL. (5/11) DDI continues to work on completing the OMP with support from the WCH EPL.
DDI plans to submit the OMP next week. (5/18) Submission of OMP pushed out to 6/3/2010.
