tank. Permits scheduled to be complete by 1/14/2010. Still waiting on permits from CHPRC.
WCH following up. Hydrant permnit is in hand, waiting for excavation permit. Plan to perform
work on water line on an off shift work day, pushing for Friday 2/19/20 10. Excavation permit is
complete. Discussed that 100-K water will be shut-off this weekend. Friday work is pending.
Further discussed backflow preventer versus air-gap installation requirements. DDI is pursuing
additional changes to the water system tie-in. WCH met with CHPRC again on 2/22/2010. DDI
to complete system construction while new permits are pending. Decision has been made to
utilize the existing permits in place. DDI will begin to get materials on site to support installation
of water tie-in to support installation date of Friday, 3/19/20 10. Work inside the fence next door
needs to be complete by the end of the weekend of the 19'h so not to disrupt their work. DDI
indicated system should be operational the week of March 22.
* Discussion of waste oil uses and testing of same if oil is taken off site. Will discuss further with
environmental regarding Watts' re-use of waste oil. WCH is investigating from an environmental
perspective. DDI to supersede the SPCC with an OMP. WCH has evaluated waste oil for
heaters. DDI to provide a designation of non-regulated and/or specification on used oil that
qualifies to burn prior to removal of any waste oil from the site. When DDI has submitted OMP,
Environmental will get WCH concurrence. DDI plans to submit by 1/27/20 10. DDI requesting
assistance/support with designations. WCH in review of the OMP, WCH will provide support to
DDI with the required designations for waste oil burning. DDI to submit revised OMP this week.
DDI is working with WCH EPL on clarifications.
* WCH requests a site absences coverage plan. WCH to give DDI comments. DDI plans to submit
this by 1/26/2010. WCH to provide review and comments. DDI to resubmit incorporating WCH
feedback. DDI will resubmit this week. WCH has returned with comments, status 2.
" DDI to provide a plan to access the top of the diesel fuel storage tank. DDI confirmed ladder is
on site. Will be meeting with WCH Safety about use and training requirements prior to
developing and implementing a plan for utilization. DDI plans to construct scaffolding with
handrails to access top of tank. WCH will be issuing a new scaffolding procedure soon and will
incorporate any potential changes or impacts to the subcontractor. DDI will be installing a ladder
and tie-off point next week. WCH will need to have the tie-off point inspected by a qualified
person prior to use. DDI will install ladder bolts from the ground for the first two or three rungs
and then contract with Northpoint to complete the remainder of the ladder installation.
* DDI will be providing calcium chloride for the water system when it is operational. Before
Trench K is opened up, DDI to have calcium chloride on site for dust control. DDI to look into
utilizing Dust Bond in trenches K, N, 0 and 1. DDI to provide mixture ratios for WCH profile.
WCH is looking into the availability of having Dust Bond totes on site for use with dust control.
* DDI evaluating a location for truck washing. This will be coordinated with the WCH EPL.
" DDI asked if the issue regarding a scaffolding competent person has been resolved. WCH Safety
Rep to follow up on any additional approvals that are required. Per WCH Safety Rep, all training
requirement for scaffold use have been met.
" Discussed pre-excavation survey point limitations. DDI to have surveyors out to the site to
review to ensure excavation limits are captured in the Pre-Excavation surveys. DDI will schedule
the surveyors back on site to survey Trenches J, L, D, E, P and the north end of C.
" Trench "I" planning and discussions are underway. DDI has not yet received any feedback from
Rowand regarding bucket dimensions, spec sheet, cameras, etc. DDI to provide this information
by Monday, 3/18/2010. The Jewel rep was on site this week and is going to provide additional
information to answer the questions raised. DDI needs to provide a large number of ecology
blocks for use in Trench 1. These need to be rate, in new or very good shape, and have a picking
eye.
