" WCII asked when the third water truck is expected to arrive on site. (10/26)<br />

VIII. WORK PACKAGE NEEDS IN ORDER OF PRIORITY AS SET BY DDI<br />

* WCH intends to begin working on Trench I silo work packages in early August. Tentative<br />

meeting set for 8/16 to discuss work package for Trench I silos. WCH to confirm with planners<br />

on schedule. (8/3) When the initial work package is developed, craft will be involved in the fine<br />

tuning of the WP. (8/10) Meeting postponed to Monday, 8/23. (8/17) Meeting moved to<br />

Wednesday 8/25 at 8:00. In the near future a WCH planner will be on site three days a week for<br />

support with work packages and technical procedure needs. (8/24) Informal review of existing<br />

work packages has begun by WCH Planners. WCH will involve DDJ field personnel as the work<br />

draws closer. (8/3 1) Ongoing. (9/7). WCH would like to begin including DDI SS in the work<br />

package planning process. (9/28) Meeting scheduled for Thursday, 10/28 to discuss work<br />

package needs relating to overburden removal to locate the tops of the silos in Trench 1. (10/26)<br />

* Meeting to discuss the Sort and Loadout JHA Rev. 1 scheduled for 10/6/10 at 8:00. (10/5)<br />

Continuing. (10/ 12) The JHA is complete and ready for signatures. (10/26)<br />

IX.<br />

MATERIAL<br />

* Dust Bond and propylene glycol now on site. (10/12) Discussed Dust Bond use requirements per<br />

Change Notice 032. Should be used at a 7:1 ratio. (10/26)<br />

* Ecology blocks will begin to arrive next week from vendor. (10/26)<br />

" Material in trenches J and L will be used to construct ramp to trench I. Discussed use of his<br />

material and minimizing any additional pad-in material for the trench I sorting operations.<br />

X. QUALITY<br />

" WCH QA will be conducting surveillance on contract flowdown and review of sub-tier QA<br />

programs. (5/25) This is ongoing. (6/1) There may be an issue with the flowdown of submittals<br />

between Watts and DDI. WCII QA suggests that DDI review their contract to determine if there<br />

is a breakdown. Per the WCH QA this is becoming an item of increasing interest for DOE and<br />

WCH. (6/8) DDI should be prepared for an inspection of their QA plan and flow-downs by<br />

WCH QA in the near future. (6/29) DDI provided copy of surveillance by WCH QA. The<br />

surveillance will be ongoing this week and next. (7/14) Surveillance will be conducted on 7/22<br />

for this site. (7/20) Surveillance is ongoing to include additional sub-tiers. Results are not<br />

anticipated to be positive. WCH QA is concerned about how the QA plan is being implemented<br />

by sub-tiers. It appears that there are serious issues with flowdown of DDI QA plan to sub-tiers.<br />

These issues are of considerable concern to WCH. (7/27) DDI and WCH QA to meet to discuss<br />

flow downs. (8/3) WCH QA will issue letter to DDI outlining the details of the surveillance<br />

results. WCH QA still has concern about flowdown from DDI to WCL. DDI indicated that WCI<br />

(Watts) has provided letter to them indicating the intent to work to the DDI QA plan. DDI<br />

indicated they have not assessed WCI to determine that WCI is adhering to the QA plan. (8/10)<br />

DDI would like a response in writing outlining the concerns that WCH QA has that WCI is not<br />

working to the DDI QA program. (8/17) (8/3 1) DDI will be submitting QA Program rewrite this<br />

week. (9/7) The timeframe for the re-write has been pushed out. (9/22) DDI is revising their<br />

QA plan, will be Rev. 1. (10/5)<br />

* Discussed QA audit (DOE) from last week. DOE cited DDI's failure to implement QA plan.<br />

(10/5)
