WCH following up. Hydrant permit is in hand, waiting for excavation permit. Plan to perform<br />

work on water line on an off shift work day, pushing for Friday 2/19/20 10. Excavation permit is<br />

complete. Discussed that 1 00-K water will be shut-off this weekend. Friday work is pending.<br />

Further discussed backflow preventer versus air-gap installation requirements. DDI is pursuing<br />

additional changes to the water system tie-in. WCH met with CHPRC again on 2/22/20 10. DDI<br />

to complete system construction while new permits are pending. Decision has been made to<br />

utilize the existing permits in place. DDI will begin to get materials on site to support installation<br />

of water tie-in to support installation date of Friday, 3/19/2010.<br />

" Discussion of waste oil uses and testing of same if oil is taken off site. Will discuss further with<br />

environmental regarding Watts' re-use of waste oil. WCH is investigating from an environmental<br />

perspective. DDI to supersede the SPCC with an OMP. WCH has evaluated waste oil for<br />

heaters. DDI to provide a designation of non-regulated and/or specification on used oil that<br />

qualifies to burn prior to removal of any waste oil from the site. When DDI has submitted OMP,<br />

Environmental will get WCH concurrence. DDI plans to submit by 1/27/2010. DDI requesting<br />

assistance/support with designations. WCH in review of the OMP, WCH will provide support to<br />

DDI with the required designations for waste oil burning. DDI to submit revised OMP this week.<br />

* WCH requests a site absences coverage plan. WCH to give DDI comments. DDI plans to submit<br />

this by 1/26/20 10. WCH to provide review and comments. DDI to resubmit incorporating WCH<br />

feedback. DDI will resubmitted this week.<br />

* Discussed DDI working to mobilize two haul trucks from ERDF. There is a total of four (4)<br />

needed for site operations. Negotiations about contracts, costs and ownership are in progress.<br />

DDI to work on a proposal and WCH Procurement will follow up on request. Discussed details<br />

regarding WCH provision of two 22-ton capable haul truck and contract changes that would need<br />

to be made for the 25-ton minimum requirement. DDI to provide their own trucks rather than this<br />

proposal. DDI plans to have the fourth haul truck onsite, no firm date for arrival. DDI requested<br />

to provide firm date. Discussed Kenworth truck only capable of 22-ton payload. WCH is<br />

pursuing custodianship and lease for additional trucks. The contract will have to be revised to<br />

allow for use of the 22-ton trucks. Change notice will be coming from WCH for the 22-ton<br />

trucks. DDI to return acceptance of change notice prior to mobilizing these trucks. DDI is in the<br />

process of bringing these trucks on site. DDI will be bringing a 6 Ih truck on site to serve as a<br />

backup.<br />

* DDI to provide a plan to access the top of the diesel fuel storage tank. DDI confirmed ladder is<br />

on site. Will be meeting with WCH Safety about use and training requirements prior to<br />

developing and implementing a plan for utilization. DDI plans to construct scaffolding with<br />

handrails to access top of tank. WCH will be issuing a new scaffolding procedure soon and will<br />

incorporate any potential changes or impacts to the subcontractor. DDI will be installing a ladder<br />

and tie-off point next week. WCH will need to have the tie-off point inspected by a qualified<br />

person prior to use.<br />

* Discussed application of fixative to areas where it is needed for dust control only. Soil crusting<br />

agent should not be applied to the haul roads and CTA. Do not apply fixatives or other water<br />

additives to vegetated areas.<br />

* DDI will be providing calcium chloride for the water system when it is operational. Before<br />

Trench K is opened up, DDI to have calcium chloride on site for dust control. DDI to look into<br />

utilizing Dust Bond in trenches K, N, 0 and I.<br />

* DDI evaluating a location for truck washing. This will be coordinated with the WCH EPL.<br />

" DDI needs to have more oversight in the field from management staff on a consistent basis to<br />

better coordinate work evolution, starts, stops and transitions.
