2.16 MASS UPDATE:<br />
The mass update process implements regulatory and policy changes to specified<br />
individual persons and cases in a uniform manner. These changes may affect<br />
eligibility status or benefit levels <strong>of</strong> individuals and cases, or a portion <strong>of</strong> the<br />
cases, and may apply to a specific public assistance program or to multiple public<br />
assistance programs. A mass update may need to access historical information in<br />
order to implement the mass update retroactively.<br />
2.16.1 Change Standards and Tables.<br />
1. The LRS shall be capable <strong>of</strong> handling several types <strong>of</strong> mass updates,<br />
including table changes and regulatory changes.<br />
2. The LRS shall include an automated method for implementing mass<br />
updates triggered by policy changes or mass participant financial<br />
changes, including <strong>Social</strong> Security or Veterans benefits cost <strong>of</strong> living<br />
adjustments (COLAs).<br />
3. The LRS shall have all <strong>of</strong> the eligibility-type standards and tables<br />
available for update, in order to process mass updates, including:<br />
a. COLAs;<br />
b. Special needs allowances, including DCFS clothing allowance;<br />
c. Dependent care allowances;<br />
d. Issuance table changes;<br />
e. Standard deductions;<br />
f. Utility allowance amounts;<br />
g. Maximum Aid Payment (MAP);<br />
h. Minimum Basic Standard <strong>of</strong> Adequate Care (MBSAC);<br />
i. Income disregards;<br />
j. Homeless allowance amounts;<br />
k. Medical deduction amounts;<br />
l. Federal poverty level amounts;<br />
m. Sneede standard amounts;<br />
n. Resource and property limits;<br />
o. Pickle COLA amounts;<br />
