1. The IDE, serving as the basis for constructing and delivering<br />

applications, shall be extensible, tailorable, and customizable.<br />

2. The LRS framework shall be platform independent and portable and<br />

support all <strong>of</strong> the platforms currently in use by COUNTY.<br />

3. The LRS framework shall include mature documentation describing<br />

the purpose <strong>of</strong> the framework, how to use the framework, and the<br />

detailed design <strong>of</strong> the framework, as well as concise documentation <strong>of</strong><br />

the framework architecture, configuration and development tools, and<br />

all object and Application Programming Interface (API) references.<br />

4. The IDE shall be intuitive and easy to understand, with a minimal<br />

learning curve for COUNTY-specified Users <strong>of</strong> the framework,<br />

including s<strong>of</strong>tware support personnel, applications programmers, and<br />

database administrators.<br />

5. The IDE shall include tools to support:<br />

a. Impact analysis <strong>of</strong> change;<br />

b. Quality LRS Application S<strong>of</strong>tware implementation over the life <strong>of</strong><br />

the project;<br />

c. Manage document succession;<br />

d. Requirements traceability and verification;<br />

e. Language development environments;<br />

f. User interfaces that promote reuse <strong>of</strong> UI components;<br />

g. S<strong>of</strong>tware configuration management (SCM);<br />

h. Business logic management;<br />

i. Automated regression testing, functional testing, load testing, and<br />

performance testing;<br />

j. Version control on all work products including both s<strong>of</strong>tware and<br />

documentation;<br />

k. Defect tracking;<br />

l. Change management; and<br />

m. Version release.<br />

6. The IDE shall support on-going quality assurance activities for the<br />

LRS Application S<strong>of</strong>tware.<br />

7. The IDE shall support large scale, distributed development teams and<br />

activities.<br />

8. The IDE shall support an LRS Repository that can be shared among<br />

developers and other development staff.<br />
