19. The LRS shall generate special mailings and mass notifications to<br />
specific programs, populations, or individuals, as specified by<br />
COUNTY.<br />
20. The LRS shall support multiple means <strong>of</strong> communicating<br />
appointments, appointment reminders, and critical dates and/or<br />
information that may affect a participant’s eligibility, including:<br />
a. e-Mail;<br />
b. Text messaging;<br />
c. Fax;<br />
d. Automated phone reminder; and<br />
e. USPS mail.<br />
2.19 ALERTS, REMINDERS, AND CONTROLS:<br />
LRS notifications to COUNTY-specified Users are a critical component in fully<br />
utilizing the LRS. The LRS design shall include three major components:<br />
• Alerts: These are the notifications to COUNTY-specified Users that an<br />
action has taken place.<br />
• Reminders: These are the notices to COUNTY-specified Users that there<br />
is a pending action that requires input by COUNTY-specified Users.<br />
• Controls: This is the internal functionality within the LRS for scheduling,<br />
managing, and tracking a future action that will be taken by the LRS or<br />
COUNTY-specified Users. The control can be an LRS-originated change<br />
based on eligibility business rules or it can be set by COUNTY-specified<br />
Users.<br />
The LRS alerts, reminders, and controls functionality shall be robust and shall<br />
provide effective and efficient notifications to Users. The LRS shall include<br />
sophisticated filtering <strong>of</strong> alerts, reminders, and controls that can be controlled by<br />
COUNTY managers, but utilized at COUNTY-specified User levels.<br />
Case actions that affect the eligibility <strong>of</strong> a case at some point in the future shall be<br />
tracked in the LRS. For cases where the LRS has the information to take an<br />
action, the LRS shall notify COUNTY-specified Users prior to taking the action<br />
