and<br />
h. Support Hyper Text Transfer Protocol (HTTP), Hyper Text Transfer<br />
Protocol Secure (HTTPS), File Transfer Protocol (FTP) and Secure File<br />
Transfer Protocol (SFTP).<br />
6. The LRS architecture shall include components that are reusable and<br />
modifiable without reengineering.<br />
7. The LRS shall include the integration <strong>of</strong> standards-based, commercial<br />
products, when possible (e.g., middleware, relational database, document<br />
management).<br />
8. The LRS shall isolate s<strong>of</strong>tware from hardware layers by allowing upgrades or<br />
changes to operating system s<strong>of</strong>tware or hardware without requiring extensive<br />
change to the LRS Application S<strong>of</strong>tware.<br />
9. The LRS shall utilize components that are leap year compliant.<br />
10. The LRS shall utilize components that are current decade compliant.<br />
11. The LRS shall utilize components that are twenty-first (21st) century<br />
compliant, with the consistent use <strong>of</strong> four-digit years.<br />
12. The LRS shall utilize components that provide all dates and times in<br />
accordance with ISO 8601 for dates from January 1, 1900 to December 31,<br />
2099.<br />
13. The LRS shall utilize components that are in compliance with Daylight<br />
Savings Time clock changes mandated by applicable federal, State, and local<br />
laws, rules, regulations, ordinances, guidelines, directives, policies, and<br />
procedures, including the Energy Policy Act <strong>of</strong> 2005.<br />
14. The LRS shall enable real-time LRS Data entry, comprehensive real-time<br />
editing, real-time file updating, and inquiry.<br />
15. The LRS shall provide for the update <strong>of</strong> LRS Data elements through the<br />
following methods, subject to normal edit checks, including:<br />
a. Online entry into the LRS by a User;<br />
b. Data received from e-Government solutions;<br />
c. Real time online (i.e., system-to-system) interface with other systems<br />
(according to COUNTY-specified criteria); and<br />
d. Batch interface with other systems (according to COUNTY-specified<br />
criteria).<br />
16. CONTRACTOR shall provide written notification, including implementation<br />
recommendations, to COUNTY Project Director <strong>of</strong>:<br />
a. Updates to the LRS Hardware as soon as each such update is available;<br />
