public assistance programs. The application evaluation process shall perform<br />

financial and non-financial eligibility determinations based on basic information<br />

about the individual(s) or group(s) <strong>of</strong> individuals applying for assistance and shall<br />

determine preliminary eligibility status and benefit amounts. Eligibility rules,<br />

including the inclusion and/or exclusion rules for income and resources when<br />

determining eligibility, are program-specific. Changes to eligibility rules based<br />

upon federal, State, and local laws, rules, regulations, ordinances, guidelines,<br />

directives, policies, and procedures, are frequent and similarly program-specific.<br />

2.4.1 General Application Requirements.<br />

1. The LRS shall allow COUNTY-specified Users to indicate the<br />

program(s) for which the applicant/participant is applying.<br />

2. The LRS shall allow COUNTY-specified Users to record and track the<br />

applicant’s/participant’s actual needs, including immediate needs,<br />

emergency needs, and crisis intervention needs separately.<br />

3. The LRS shall allow COUNTY-specified Users to add new<br />

applicant/participant characteristics and identifiers.<br />

4. The LRS shall allow COUNTY-specified Users to add special services<br />

and emergency requests at any time during the application process.<br />

5. The LRS shall allow COUNTY-specified Users to add a program <strong>of</strong><br />

assistance, special service, or emergency request to an active<br />

participant, as specified by COUNTY. If the additional request<br />

requires new information from the individual, as required for the<br />

program, the LRS shall prompt the User to enter in the required<br />

information, and then shall re-process the application and determine<br />

eligibility.<br />

6. The LRS shall track applications taken at locations other than a Local<br />

Office Site.<br />

7. The LRS shall include special security measures when processing<br />

sensitive applications, including those for Minor Consent, Employee<br />

Recipient, human trafficking and Domestic Violence <strong>Services</strong>.<br />

2.4.2 Registering an Application.<br />

1. The LRS shall maintain the source <strong>of</strong> the application, the type <strong>of</strong><br />

assistance requested, the date the application was received, and the<br />

date the application was entered in the LRS.<br />
