2.28 WORK PARTICIPATION PROGRAM AND CAL-LEARN CONTROL:<br />

The LRS shall automate the case management and control <strong>of</strong> work participation<br />

programs, including GAIN and GROW. The LRS shall also automate the case<br />

management and control <strong>of</strong> Cal-Learn. Automation <strong>of</strong> case management for<br />

GAIN, GROW, and Cal-Learn shall be in accordance with all applicable federal,<br />

State, and local laws, rules, regulations, ordinances, guidelines, directives,<br />

policies, and procedures. The LRS shall provide fully integrated work<br />

participation program and Cal-Learn control functionality, which shall support<br />

program-specific business processes, including:<br />

• Work participation program and Cal-Learn assignment — the process <strong>of</strong><br />

assigning a participant to the appropriate <strong>of</strong>fice location (e.g., GAIN Regional<br />

Office, GROW site, and/or Service Provider’s <strong>of</strong>fice), using LRS Data, which<br />

includes assigning the participant based on primary language, location, and<br />

service needs to a worker (e.g., GAIN <strong>Services</strong> Worker (GSW) or GROW<br />

Case Manager (GCM)), scheduling an appointment time and date, and<br />

generating and mailing an appointment letter;<br />

• Appraisal and/or job skills assessment — the process <strong>of</strong> interviewing a<br />

participant to gather facts in order to assess the participant’s needs, develop a<br />

work participant plan, and make referrals for Supportive <strong>Services</strong> and<br />

Specialized Supportive <strong>Services</strong>, as appropriate;<br />

• Orientation – the process <strong>of</strong> providing a participant with an overview <strong>of</strong> the<br />

work participation program or Cal-Learn, the participant’s rights and<br />

responsibilities, motivational training, and referrals;<br />

• Work participation program case management — the process <strong>of</strong> managing<br />

work participation program activities to assist participants in finding<br />

employment and achieving economic self sufficiency prior to programspecific<br />

time limits (e.g., CalWORKs time limits and GR time limits); and<br />

• Cal-Learn case management.<br />

The LRS shall include independent Web services for work participation program<br />

and Cal-Learn control, which shall be available to COUNTY-specified entities<br />

(e.g., other California SAWS systems) via LAnet/EN and the Internet.<br />
