2. The LRS shall display issuance disposition/status history online,<br />

detailing all changes in disposition/status, associated dates, and source<br />

by program and/or COUNTY-specified User.<br />

3. The LRS shall display benefit issuance history online, including<br />

issuances that have been authorized and not issued, CalWORKs<br />

benefits that are less than ten dollars ($10), and zero benefits.<br />

4. The LRS shall include online inquiry and update capabilities to<br />

COUNTY-specified Users, in order to enter certain issuance status<br />

changes, including:<br />

a. Cancel and reissue a lost, stolen, destroyed, or returned benefits<br />

and cards;<br />

b. Restore benefits to an EBT account or direct deposit account;<br />

c. Cancel an issuance without reissuing;<br />

d. Cancel an issuance and reissue a different amount or same amount;<br />

e. Place a stop payment request;<br />

f. Cancel voucher/invoice in part or in full and send a letter to<br />

Vendor; and<br />

g. Update issuance status to paid, outlawed, or expunged.<br />

5. The LRS shall allow COUNTY-specified Users to cancel an issuance<br />

prior to the transaction <strong>of</strong> the issuance.<br />

6. The LRS shall maintain the reason for all stop/canceled payment<br />

requests (e.g., lost or stolen).<br />

7. The LRS shall include stop payment tracking <strong>of</strong> the original and<br />

replacement issuances as separate items.<br />
