j. Non-traditional/alternative transportation (e.g., car pool, taxi<br />

vouchers, and parking fees);<br />

k. Vouchers for special payments, ancillary payments and other<br />

services; and<br />

l. Interim assistance payments.<br />

2. The LRS shall include the ability to issue benefits via EBT, direct<br />

deposit, or warrants and/or checks distributed to the payee and shall<br />

issue appropriate notices.<br />

3. The LRS shall issue recurring payments for public assistance<br />

programs.<br />

4. The LRS shall accommodate the payment <strong>of</strong> recurring benefits on a<br />

monthly basis on a COUNTY-specified date which may vary by<br />

program.<br />

5. The LRS shall include the ability to issue daily benefits as necessary<br />

for public assistance programs.<br />

6. The LRS shall set issuance amount limits by program and issuance<br />

method, as specified by COUNTY.<br />

7. The LRS shall accept, issue, track, and report authorization<br />

transactions from systems with which the LRS interfaces.<br />

8. The LRS shall prevent the assignment <strong>of</strong> duplicate warrant, check, and<br />

benefit authorization numbers, as specified by COUNTY.<br />

9. The LRS shall allow for designation <strong>of</strong> issuance method at the case<br />

level by program and for a specific issuance type.<br />

10. The LRS shall include a method for issuing benefits on an inactive<br />

case.<br />

11. The LRS shall include a method for issuing benefits outside <strong>of</strong> the<br />

regular issuance process for accrual months prior to LRS<br />

implementation for participants and Vendors.<br />

12. The LRS shall include a method for issuing retroactive benefits back<br />

to the commencement date <strong>of</strong> Countywide implementation <strong>of</strong> the LRS.<br />

13. The LRS shall prevent issuance <strong>of</strong> benefits for an ineligible period<br />

when issuing retroactive benefits.<br />

14. The LRS shall determine the federal and State claiming amounts,<br />

unduplicated person counts, effective begin and end dates, and<br />

information for all payments at the time <strong>of</strong> the issuance and shall store<br />

and maintain the information in an issuance record.<br />

15. The LRS shall have the ability to identify, separate, store and maintain<br />

information on non-assistance payments (e.g., child care payments,<br />
