4. The LRS shall accommodate and generate State-mandated forms,<br />
notices, and NOAs that cannot be changed.<br />
5. The LRS shall collect and store the code, text, and the federal, State,<br />
and/or COUNTY manual section reference number for each reason<br />
and/or any possible combination <strong>of</strong> reasons for a proposed action and<br />
shall print the reason and the manual section reference number on each<br />
appropriate NOA.<br />
6. The LRS shall combine multiple actions within a single NOA,<br />
including all appropriate reasons for each proposed action taken, and<br />
shall include a single consolidated computation showing the net<br />
result(s) <strong>of</strong> all changes made by program or combination <strong>of</strong> programs,<br />
as specified by COUNTY.<br />
7. The LRS shall include reference to the local legal aid <strong>of</strong>fice and<br />
administrative hearing/appeals <strong>of</strong>fice on the reverse side <strong>of</strong> all NOAs.<br />
8. The LRS shall support case situations in which different eligibility<br />
factors are determined or changed which would cause conflicting<br />
NOAs and shall generate a single correspondence that reflects the net<br />
results <strong>of</strong> all individual or case changes/actions based on the final<br />
authorized actions <strong>of</strong> the day by program or combination <strong>of</strong> programs.<br />
9. The LRS shall use standard text for all notices, NOAs, forms, letters,<br />
stuffers, and flyers.<br />
10. The LRS shall allow COUNTY-specified Users to add comments to<br />
the standard NOA text for individual NOAs only when permitted by<br />
federal and State regulations and COUNTY policies.<br />
11. The LRS shall include standard word processing features for<br />
correspondence creation (e.g., insertion, text wrap, cut and paste,<br />
deletion, bold, underline, italics, font size).<br />
12. The LRS shall include a spell check routine for supported languages.<br />
13. The LRS shall record the User ID <strong>of</strong> COUNTY-specified Users who<br />
create or modify text and/or templates used for client correspondence.<br />
14. The LRS shall highlight any freeform text when displaying<br />
reproductions <strong>of</strong> notices, NOAs, forms, letters, stuffers, and flyers.<br />
15. The LRS shall pre-populate fields <strong>of</strong> notices, NOAs, forms, letters,<br />
stuffers, and flyers with designated applicant, participant, caregiver,<br />
sponsor, authorized representative, and/or any other entity’s<br />
information.<br />
16. The LRS shall include standard electronic templates for all notices,<br />
NOAs, forms, letters, stuffers, and flyers that can be easily maintained<br />
by non-technical COUNTY-specified Users.<br />
