12. The LRS shall allow COUNTY-specified Users to deny an application<br />

for public assistance programs at any point in the intake process when<br />

the applicant is found to be ineligible.<br />

13. The LRS shall adhere to adverse action rules, as specified by<br />

COUNTY.<br />

14. The LRS shall prevent an individual and/or assistance unit from<br />

receiving duplicate aid for the same program type.<br />

15. The LRS shall determine the effective start and end date <strong>of</strong> eligibility<br />

and the Redetermination, Recertification, and/or Annual Agreement<br />

period for all individuals for all applicable programs.<br />

16. The LRS shall allow for pending eligibility results when incomplete<br />

LRS Data and/or missing/interim verification have been entered into<br />

the LRS.<br />

17. The LRS shall include a method for retroactively determining<br />

eligibility, as specified by COUNTY.<br />

18. The LRS shall use client LRS Data and program policy that was<br />

applicable at the time, when redetermining eligibility and benefit<br />

calculations for a prior period.<br />

19. The LRS shall calculate the number and type <strong>of</strong> bus tokens and<br />

transfers, based on starting and ending ZIP codes.<br />

20. The LRS shall allow for multiple aid codes within the same accrual<br />

month with appropriate begin and end dates.<br />

21. The LRS shall automate eligibility determination and benefit<br />

calculation for certain individual and case changes, as specified by<br />

COUNTY.<br />

2.8.2 ED/BC Process.<br />

1. The LRS shall process all individual and case eligibility factors prior<br />

to the calculation <strong>of</strong> a benefit amount.<br />

2. The LRS shall process non-financial factors prior to processing<br />

resource and income factors.<br />

3. The LRS shall process each household composition both<br />

independently and interdependently.<br />

4. The LRS shall include an automated process whereby the LRS<br />

evaluates individual and household situation LRS Data in order to<br />

determine the appropriate configuration <strong>of</strong> cash, Food Stamp, and<br />

medical assistance program types and the individuals in the applicant<br />

group who are potentially eligible participants in those programs.<br />
