2.9.4 Reports, Triggers, and Correspondence.<br />
1. The LRS shall include the ability to produce standard and ad hoc<br />
reports, including withdrawals, cancellations, terminations, approvals,<br />
and denials, by reason, as well as by length <strong>of</strong> time applications are<br />
pending.<br />
2. The LRS shall set all necessary triggers as a result <strong>of</strong> an authorization,<br />
including triggers for interfaces and generation <strong>of</strong> NOAs and other<br />
correspondence.<br />
3. The LRS shall provide reports which must support Local Office Site<br />
management <strong>of</strong> the processes down to the worker level and then<br />
progressing to unit, section, and <strong>of</strong>fice levels. Performance measures<br />
are required at each level, as determined by COUNTY.<br />
2.10 BENEFIT ISSUANCE:<br />
The benefit issuance process supports the distribution <strong>of</strong> benefits for public<br />
assistance programs and other payments for and on behalf <strong>of</strong> the welfare<br />
population <strong>of</strong> Los Angeles County and the generation <strong>of</strong> the appropriate<br />
reconciliation, expenditure, and assistance claiming reports.<br />
The LRS shall include independent Web services for all types <strong>of</strong> benefit/payment<br />
issuances, which shall be available to COUNTY-specified entities (e.g., other<br />
California SAWS systems) via LAnet/EN and the Internet.<br />
2.10.1 Issuance and Distribution <strong>of</strong> Benefits.<br />
1. The LRS shall include the ability to issue benefits, including:<br />
a. Monthly benefits issued on a recurring basis, on either a calendar<br />
month or fiscal (cyclical) period;<br />
b. Emergency issuances (e.g., Immediate Need and Expedited<br />
<strong>Services</strong>);<br />
c. Diversion payments;<br />
d. Supplemental benefits;<br />
e. Recovery refunds;<br />
f. Special needs payments;<br />
g. Retroactive payments;<br />
h. Vendor and/or Service Provider payments;<br />
i. Tokens and bus passes;<br />
