In its design <strong>of</strong> the LRS Application S<strong>of</strong>tware, CONTRACTOR shall utilize<br />

existing COUNTY business processes and workflows, terminology and<br />

nomenclature, and existing LEADER System data sets, to the greatest extent<br />

possible, in order to mitigate the impact on Users. However, business reengineering<br />

services may be utilized where the benefits to COUNTY can be<br />

clearly defined and the risks can be sufficiently mitigated. CONTRACTOR shall<br />

not use any <strong>of</strong> the Source Code or Object Code <strong>of</strong> COUNTY Pre-Existing<br />

Application S<strong>of</strong>tware in the LRS Application S<strong>of</strong>tware.<br />

The functional requirements describe the overall operation <strong>of</strong> the LRS. The<br />

functional requirements have been grouped into several categories according to<br />

the functional areas they address. The major functional categories include:<br />

• Traffic log<br />

• Clearances<br />

• Application registration and application evaluation<br />

• Data collection<br />

• Simulation and e-Learning training<br />

• Case assignment and case transfers<br />

• Eligibility determination and benefit calculation (ED/BC)<br />

• Authorization<br />

• Benefit issuance<br />

• Benefit recovery<br />

• Periodic reporting<br />

• Redetermination, Recertification, and Annual Agreement<br />

• Case inquiry<br />

• Referrals<br />

• Mass update<br />

• Scheduling appointments<br />

• Client correspondence<br />

• Alerts, reminders, and controls<br />
