10. The LRS shall allow COUNTY-specified Users to provide services to<br />

participants regardless <strong>of</strong> work participation program or Cal-Learn<br />

eligibility and/or public assistance case status (e.g., pending,<br />

terminated, or inter-county transfer).<br />

11. The LRS shall allow concurrent assignment to more than one work<br />

participation program component(s).<br />

12. The LRS shall maintain a real-time online list <strong>of</strong> potential participants<br />

(e.g., unassigned pool or participant pool) that can be viewed, sorted,<br />

and/or printed by COUNTY-specified Users, including:<br />

a. Participant demographic data;<br />

b. Plan counter for program-specific work participation program plan<br />

(e.g., GAIN 90-day WtW Plan or GROW Vocation Assessment<br />

Employment Plan);<br />

c. Time clock information for program-specific time limits;<br />

d. Prior work participation program activities;<br />

e. Prior work participation program activity dates; and<br />

f. Participant assignment priority.<br />

13. The LRS shall consider the service needs <strong>of</strong> the participant, as<br />

specified by COUNTY, when making an assignment or scheduling an<br />

appointment, including:<br />

a. Resident location and status;<br />

b. Service needs;<br />

c. Employment location; and<br />

d. Spoken and written languages <strong>of</strong> participant.<br />

14. The LRS shall assign a Cal-Learn participant to the GAIN program in<br />

specific situations, including:<br />

a. Graduation from high school or GED;<br />

b. Cal-Learn participant turns nineteen (19) and does not volunteer to<br />

continue; and<br />

c. Volunteer Cal-Learn participant turns twenty (20).<br />

2.28.2 Work Participation Program and Cal-Learn Case Management.<br />

1. The LRS shall track participants on an individual level with cross<br />

references to all associated cases.<br />

2. The LRS shall maintain a plan counter that measures the number <strong>of</strong><br />

days lapsed from the effective date <strong>of</strong> aid until a work participation<br />

program plan is signed by the participant.<br />
