2. The LRS shall default to current date when entering an application, but<br />

shall allow COUNTY-specified Users to backdate or future date the<br />

application date, as specified by COUNTY.<br />

3. The LRS shall collect demographic information for the head <strong>of</strong> the<br />

household, if different from the person who is physically making the<br />

application.<br />

4. The LRS shall default to clearing the head <strong>of</strong> the household, unless<br />

otherwise indicated by COUNTY-specified Users.<br />

5. The LRS shall assign an application number for each application<br />

registered.<br />

6. The LRS shall support multiple methods <strong>of</strong> securing an applicant’s<br />

signature and return <strong>of</strong> an application, including:<br />

a. Locally printing the application;<br />

b. Printing and mailing the application with a return envelope;<br />

c. E-mailing the application;<br />

d. Electronic signature;<br />

e. Faxing the application; and<br />

f. E-government solutions, including an applicant submitting the<br />

application from his home.<br />

7. The LRS shall support the acceptance and storage <strong>of</strong> electronic<br />

signatures and dates for applications.<br />

8. The LRS shall record the application for tracking and reporting<br />

purposes, once the applicant has signed the application.<br />

9. The LRS shall generate application withdrawal forms as appropriate.<br />

10. The LRS shall display to COUNTY-specified Users application status<br />

change and the reason(s), when an applicant withdraws from the<br />

process <strong>of</strong> registering an application after signing the application form.<br />

11. The LRS shall, if the applicant declines to sign the application, allow<br />

COUNTY-specified Users to log the application as unsigned, and<br />

make it available for reporting purposes, as specified by COUNTY.<br />

12. The LRS shall retain invalid application index records for a<br />

COUNTY-specified period <strong>of</strong> time.<br />

13. The LRS shall display a summary <strong>of</strong> case information, including<br />

individual demographic LRS Data, aid program requested, emergency<br />

processing, and application date, prior to completing the application<br />

registration process for review and edit <strong>of</strong> information as necessary.<br />
