from whom recovery may be made, method <strong>of</strong> recovery, and the recovery period.<br />

The LRS shall include an automated benefit recovery process for all programs<br />

that complies with applicable federal, State, and local laws, rules, regulations,<br />

ordinances, guidelines, directives, policies, and procedures.<br />

2.11.1 Discrepancy Calculation.<br />

1. The LRS shall determine if a change to eligibility information causes<br />

an overpayment or underpayment and/or an overissuance or<br />

underissuance and automatically begin the process to prioritize and<br />

collect or issue benefits.<br />

2. The LRS shall display an alert to a worker if a change to eligibility<br />

information causes an overpayment or underpayment and/or an<br />

overissuance or underissuance.<br />

3. The LRS shall include an automated calculation and shall display<br />

details <strong>of</strong> overpayments/underpayments and<br />

overissuances/underissuances, using at least the following<br />

information:<br />

a. Case and payment information;<br />

b.Eligibility and benefit calculation rules in effect at the time <strong>of</strong> the<br />

overpayment/underpayment or overissuance/underissuance;<br />

c. Entry <strong>of</strong> changed information;<br />

d.LRS calculation <strong>of</strong> the difference between what was issued and<br />

what should have been issued; and<br />

e. LRS determination as to whether an overpayment/underpayment or<br />

overissuance/underissuance situation exists as a result <strong>of</strong> an agency<br />

error or a client error.<br />

4. The LRS shall calculate the impact <strong>of</strong> the<br />

overpayment/underpayment or overissuance/underissuance to other<br />

issuances and shall apply collection <strong>of</strong>fsets, as appropriate.<br />

5. The LRS shall determine funding source at the time an<br />

overpayment/overissuance claim is created and for subsequent<br />

recoveries (e.g., collections and <strong>of</strong>fsets from assistance payments).<br />

6. The LRS shall allow for the manual recording and authorizing <strong>of</strong><br />

overpayments, underpayments, overissuances, or underissuances at<br />

any point in time, with sufficient details to produce automated client<br />

correspondence, as appropriate.<br />

7. The LRS shall determine responsible individuals for<br />

overpayment/overissuance and collection claim purposes.<br />
