8. The LRS shall prevent overpayment/overissuance claim periods<br />

from being modified once established, as specified by COUNTY.<br />

9. The LRS shall include a method for overpayment/overissuance<br />

claims to be reviewed and authorized prior to beginning collection.<br />

10. The LRS shall prevent overpayment/overissuance claims from being<br />

deleted or voided once established, as specified by COUNTY.<br />

11. The LRS shall establish and maintain the total assistance paid and<br />

shall generate a collection notice to the participant whenever a<br />

participant incorrectly receives an initial SSI payment, as specified<br />

by COUNTY.<br />

12. The LRS shall support Interim Assistance Payment (IAP) tracking<br />

which includes the following:<br />

a. Calculation <strong>of</strong> the amount <strong>of</strong> IAP obligation for a period<br />

specified by COUNTY-specified Users;<br />

b. Determination <strong>of</strong> the gross IAP;<br />

c. Determination <strong>of</strong> any allowable deductions;<br />

d. Calculation <strong>of</strong> the amount payable to the participant after all<br />

allowable deductions; and<br />

e. Issuance <strong>of</strong> IAP payable to the participant or other suitable payee<br />

for the appropriate amount, as specified by federal time<br />

requirements.<br />

2.11.2 Discrepancy Maintenance.<br />

1. The LRS shall record, track, and display all overpayments,<br />

underpayments, overissuances, or underissuances by case and by<br />

responsible individuals, whether active or inactive, including the<br />

calculation <strong>of</strong> corrected benefits and the comparison with the original<br />

payment on a month-by-month basis for the claim period and the<br />

resultant total overpayment, underpayment, overissuance, or<br />

underissuance.<br />

2. The LRS shall identify, link, and track overpayment/overissuance<br />

claims including those related to period <strong>of</strong> ineligibility, welfare fraud,<br />

hearing decisions, and Treasurer Tax Collector (TTC) referrals.<br />

3. The LRS shall maintain the original claim authorization date,<br />

overpayment/overissuance claim amount, claim error types (e.g.,<br />

agency error, client error, fraud), claim cause reason, discovery date,<br />

and discovery source.<br />

4. The LRS shall balance prior month underpayments or underissuances<br />

against any outstanding overpayments or overissuances.<br />
