design-time and run-time operations. To be used in a collaborative effort, the<br />

governance structure shall be utilized for the following functions:<br />

• Validation, through an automated mechanism, that services and their<br />

associated artifacts conform to organizational standards. This shall include<br />

reviews <strong>of</strong> code and documentation, evaluation <strong>of</strong> how well a service<br />

fulfills its stated business requirement, and the review <strong>of</strong> new services to<br />

determine whether they duplicate existing functionality.<br />

• Cataloging <strong>of</strong> services in order to provide a mechanism for collecting<br />

metadata about a service. The catalog shall be automated and searchable in<br />

order to determine whether or not services exist that can be reused.<br />

• Relationship management that determines the inter-relationships among<br />

artifacts and services and the effect <strong>of</strong> change in one service or artifact<br />

across the infrastructure.<br />

• Process and policy control that provides an automated mechanism for the<br />

review and publication processes.<br />

The LRS shall meet COUNTY’s business requirements while maintaining<br />

specified performance levels. In addition, the LRS shall utilize mainstream<br />

technology, be user-friendly, flexible, and highly secure. The LRS shall be<br />

scalable in order to accommodate growth during the term <strong>of</strong> the Agreement.<br />

The LRS shall not include business logic resident on the workstation or laptop.<br />

The LRS shall provide a browser-based presentation. LRS Data shall reside at the<br />

Central Sites provided, managed, and operated by CONTRACTOR, but is<br />

accessed and operates on the LAnet/EN.<br />

Section 3 (Technical Requirements) <strong>of</strong> this Attachment B is organized in a<br />

manner that addresses the four (4) primary service areas <strong>of</strong> the TRM:<br />

• Service Access and Delivery - the collection <strong>of</strong> standards, specifications,<br />

and requirements that support external access to the LRS Application<br />
