Victim Siuli Roy, age 7, live in the village of Bidhyadhar, South 24 Parganas, District.<br />
On 2 March.2007, Roy’s neighbor raped her. The rapist is a cadre of the local ruling party. The<br />
rapist threatened Roy that she would suffer consequences if she told anyone about the rape.<br />
On 5 March 2007 Siuli disclosed the rape to her mother. Roy’s parents confronted the rapist’s<br />
father, who offered Roy’s parents Rs. 1000 to settle the matter. The parents rejected the offer and<br />
attempted to lodge a complaint with the Ghutiari Sarif Outpost. However the officer on duty<br />
refused to register the complaint and then threatened to imprison Roy’s family if they continued to<br />
pursue the matter. The Ghutiari Outpost Investigating Officer now continuously harasses the<br />
Roy family.<br />

Victim Soma Santra, age 12, lived in Hooghly, <strong>West</strong> <strong>Bengal</strong>. On 30 June 2007 at 09.00pm,<br />
Santra went to relieve herself outside. She never returned home.<br />
On the same day, Santra’s grandfather lodged a missing person complaint with the Dadpur PS.<br />
On 2 July 2007, Santra’s body was found in a pond, which was 150 meters away from her<br />
house. A towel was tied around Santra’s neck. Dadpur PS police officer arrived to investigate.<br />
However, they did not interrogate an individual living in a residence identified by the police dog.
