On 17 April 2007, Dipsikha Manna’s in-laws hanged her. Dipsikha Manna’s in-laws took her body to the R.G. Kar Medical College and Hospital, Kolkata. On 18 April 2007, Dipsikha Manna’s family went to lodge a complaint at the Baranagar PS. Initially, they refused to register the complaint. Later, they recorded an FIR, but only u/s 498A/306 IPC (abetment of suicide and cruelty to a wife), ignoring ss. 302 and 304B IPC (murder and dowry death). West Bengal 112 On 19 April 2007, a post-mortem examination was conducted at the Nil Ratan Sarkar Hospital Morgue. Despite repeated requests, Gopal Chandra Sur was not given the post-mortem report. ASI Swapan Mazumder has stated that on 17 April 2007, local resident Sandip Das Gupta informed the police that Dipshika Manna had committed suicide by hanging herself. The police went to the spot and found that Santanu Manna had already taken her body to a doctor. A charge sheet could not be filed as the post-mortem report was not available. Within a few days, Sahanur Khatun sent an application to the Jalangi PS claming Rs.16,000 from Echhahaque Seikh. OC Somnath Banerjee bestowed the responsibility for collecting the sum on the authority of the Chandradip Ashram, Jalangi. The Ashram authority sent several notices to Echhahaque Seikh asking him to pay the money. Echhahaque Seikh was shocked to receive these notices; he was too poor to pay the amount.
The Ashram authority instructed Echhahaque Seikh to appear at the police station, but Echhahaque Seikh ignored the notice. Some influential persons of the local ruling political party started threatening Echhahaque Seikh that if he did not pay the amount they would snatch his property. Echhahaque Seikh lodged a written complaint with the Superintendent of Police of Berhampur, Murshidabad. No action has been taken. She is a student in Class IX at Madhurkul Higher Secondary School. On 2 August 2006 at 10.00am, Farida Parvin was going to school when Hasibul Islam, Hadul Hakim Mondal, and Chandmon Bibi forcefully kidnapped her. That, Farida Parvin’s family members went in search of her. Some local people informed them about the kidnapping. They went to the house of the perpetrators, where they learnt that Farida Parvin had been transferred to an unknown location in Bihar. On 3 August 2006, Farida Parvin’s family registered a complaint at the Domkal PS. On 8 August 2006, Farida Parvin’s father Abdul Bari went to the Domkal PS again. There, he lodged another complaint in which he included the registration numbers of the motorcycles used in the kidnapping. OC Premangsu Chattaraj and SI Sakhauddin Shaikh accepted the complaint but did not record all of the details before forcing Abul Bari to sign. The OC later asked Abdul Bari to pay Rs. 20,000 to secure Farida Parvin’s rescue. Meanwhile, Jabed Mondal and Alauddin Mondal went to Sultanpur village on a motorcycle and threatened Abdul Bari and other villagers.
