On 17 April 2007, Dipsikha Manna’s in-laws hanged her.<br />
Dipsikha Manna’s in-laws took her body to the R.G. Kar Medical College and Hospital, Kolkata.<br />
On 18 April 2007, Dipsikha Manna’s family went to lodge a complaint at the Baranagar PS.<br />
Initially, they refused to register the complaint. Later, they recorded an FIR, but only u/s 498A/306<br />
IPC (abetment of suicide and cruelty to a wife), ignoring ss. 302 and 304B IPC (murder and<br />
dowry death).<br />

On 19 April 2007, a post-mortem examination was conducted at the Nil Ratan Sarkar Hospital<br />
Morgue. Despite repeated requests, Gopal Chandra Sur was not given the post-mortem report.<br />
ASI Swapan Mazumder has stated that on 17 April 2007, local resident Sandip Das Gupta<br />
informed the police that Dipshika Manna had committed suicide by hanging herself. The police<br />
went to the spot and found that Santanu Manna had already taken her body to a doctor. A charge<br />
sheet could not be filed as the post-mortem report was not available.<br />

Victim Echhahaque Seikh lives with his wife and son in Bhaduripara, Murshidabad District. His<br />
other son Safikul Islam married Sahanur Khatun in 2000; the two lived together. Echhahaque<br />
Seikh is registered as below the poverty line (BPL).<br />

2007<br />
On 9 August 2006, Safkul Islam died at the Baharampur Sadar Hospital. After his death,<br />
Sahanur Khatun moved to her father’s house.<br />
Within a few days, Sahanur Khatun sent an application to the Jalangi PS claming Rs.16,000 from<br />
Echhahaque Seikh. OC Somnath Banerjee bestowed the responsibility for collecting the sum on<br />
the authority of the Chandradip Ashram, Jalangi. The Ashram authority sent several notices to<br />
Echhahaque Seikh asking him to pay the money.<br />
Echhahaque Seikh was shocked to receive these notices; he was too poor to pay the amount.
