officers also imprisoned Adak for one half hour. Ultimately, Adak’s brother paid the Sinthee PS<br />

Rs. 20,320 to secure Adak’s release.<br />

On 20 June 2007, at 10:15am, Sinthee Constable Sanjay Singh illegally demanded money from<br />

a truck driver names Samar Singh. When Samar Singh refused to pay, Constable Singh<br />

slapped him. The vendors in a nearby market staged a protest and Sinthee PS Officer-in-<br />

Charge Goutam Kar arrived on the scene. Kar initially declared that the episode had been preplanned<br />

by the vendors. However, he ultimately promised to punish Constable Singh.<br />

Case Details:<br />

Victim Johur Ali was living in his mother-in-law’s house as a rag picker in Basanti colony,<br />

Kolkata.<br />

On 28 th April 2007, while Ali was working, he was tricked by a Baranagar PS police officer into<br />

entering an auto- rickshaw. When Ali attempted to leave the auto-rickshaw, the police threatened<br />

him by flashing his pistol. Ali was detained in a cell at the Baranagar police station.<br />

At around 7:00pm, Ali’s mother-in-law met with Santosh Biswas, SI of Baranagar PS, who<br />

directed her to meet with Manoranjan Saha, the Clerk of Additional Chief Judicial Magistrate of<br />

Barrackpore Court. Clerk Saha explained that a petty case had been filed against Ali, and he<br />

demanded Rs. 300 for Ali’s release. Ali’s mother-in-law had previously paid a similar bribe to<br />

have her son released under similar circumstances.<br />

On 29 th April 2007, at around 11.30am, Ali’s mother-in-law paid the Rs. 300 bribe to Clerk Saha.<br />

Ali was released at 3:30pm without being presented before any magistrate or judge. It was later<br />

discovered that no case was written beside Ali’s name in the Baranagar PS register book.<br />
