Annual Report on Torture
2007
Case Details:
Victim Piarul Saikh, age 30 and an Indian citizen with a Voter Identity Card, cultivated six bighas
of land at Shibnagar Mouza. In August 2005, after discussions with Bangladeshi and Indian
authorities, the land of which Saikh worked a portion officially became part of Indian territory.
Saikh built a mud hut there. The Rani Nagar Block Development Officer gave Piarul Saikh a
water pump to cultivate the land.
On 16 February 2007, Saikh was working when Bangladeshi officers took him into custody. The
BDR officers claimed that Bangladeshi villagers had complained of conflicts with Indian farmers
on the Indian side of the border.
On 17 February 2007, Saikh’s father lodged a written complaint with the Jalangi PS (General
Diary Entry Number 842). The police have not pursued the complaint.
A hat belonging to a BDR officer was found at the site of Saikh’s abduction and deposited at
Jalangi PS, but the police did not issue a seizure order for the hat.
Saikh remains in Yusufpur BDR camp in Bangladesh.
